Service overview
You need an Engineer License to operate or maintain:
- A steam boiler.
- A high temperature hot water boiler.
- A steam engine.
- A hoisting engine.
- Refrigeration machinery.
Engineer Licenses are classified into four grades, depending on the scope of operation.
- Engineer Grade A license: For steam boiler, stationary, refrigeration engineers, and firefighters
- Engineer Grade B license: Refrigeration only
- Engineer Grade C license: Portable and stationary only
- Engineer Grade D license: Firefighters only

Anyone working as an engineer in Philadelphia needs to have this license.
Requirements
Proof of certification
You must have proof of successful completion of the Philadelphia Engineer examination of the appropriate grade. These exams are administered by the International Code Council.
The exam must reference the current version of the Philadelphia Code and associated standards or your application must be submitted within 12 months of successful completion of the exam.
Age requirement
You must be at least 18 years of age to qualify for this license.
Experience and recommendation
You must provide:
- Proof of two years experience as an engineer or helper, documented through federal tax records.
- Written recommendations from two licensed engineers.
Photo identification
- 2 in. x 2 in., color

Cost
A non-refundable application fee of $20 is applied to the license fee. The balance of the license fee is due when application is approved.

You can apply for this license online using eCLIPSE or in person at the Permit and License Center.
Online
Applications are reviewed within five business days.
If the application isn’t approved, you will receive an email stating what is missing or required.

Renewal requirements
This license must be renewed annually. You can renew online through eCLIPSE or in person at the Permit and License Center.
