WELDER TEAM LEADER
GENERAL DEFINITION
This is supervisory level welding work directing a staff of skilled and semi-skilled trades workers and related support personnel engaged in fabricating, repairing, rebuilding and replacing worn or damaged parts of a wide variety of light and heavy metal structures or equipment and their related components. An employee in this class plans, assigns and reviews subordinates' welding and repair work to ensure proper and safe work techniques in the use of a wide variety of welding equipment. Work includes training, instructing and guiding subordinate personnel in proper equipment and structure repair, maintenance and inspection methods, techniques and procedures. Work involves conditions which can only be partially controlled, exposure to extremely hot surfaces, flames and toxic fumes, working in tiring positions and the lifting of heavy material. Determining the nature and extent of maintenance and/or repair required and prioritizing repair requests are significant aspects of the work. Work is performed under the supervision of a maintenance superior.

- Positions must supervise the maintenance and repair activities of a staff of welders and related support personnel.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of skilled welders and related support personnel engaged in fabricating, repairing, rebuilding and replacing worn or damaged metal parts; inspects light and heavy metal structures or equipment and their related components to determine cause of malfunctioning and ascertain the extent or type of repairs necessary; assigns work to subordinates ensuring timely and efficient completion of repair work; checks work in progress to make sure subordinates perform work properly and completely; points out problems and discrepancies in work performance and instructs workers as to the proper correctional methods, techniques and procedures; verifies repair and maintenance work upon completion to ensure adherence to work instructions and standard repair requirements; verifies proper operation of equipment after repairs.
- Participates in the layout, design and fabrication of metal replacement parts; performs welding to repair or rebuild damaged or worn parts of a wide variety of aluminum, copper, steel and other metal structures or equipment such as but not limited to fenders, body panels, brackets, tanks, hoppers, radiators, hinges, shafts, and frames; uses acetylene gas, metallic inert gas (MIG or heli-arc), tungsten inert gas (TIG), electric arc equipment, and thermal or oxy-acetylene torch to cut, braze, solder, molten and build up part surfaces; removes worn parts and attaches replacement parts to parent equipment or structure; uses hammers, wrenches, tools and equipment such as overhead cranes, hydraulic jacks and winches to remove, position, facilitate and straighten parts; cleans and modifies parts using grinding machinery.
- Prepares estimates of materials, parts and supplies; prepares requisitions and various summary reports; maintains computerized records of parts used, work performed, and equipment serviced; inspects and approves parts and equipment supplied by vendors; rates subordinates work performance and recommends disciplinary action.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices and techniques involved in the welding trade
- tools, equipment and materials used in the welding trade
- the methods and techniques used to make estimates of materials, supplies and costs necessary for welding repairs
- the occupational hazards and safety precautions of the welding trade
SKILL IN:
- the operation and use of electric arc, metallic inert gas (MIG and heli-arc), tungsten inert gas (TIG), and acetylene gas welding equipment to weld, braze, solder, cut, build up and fabricate parts
- the care and use of tools, machines and equipment used in the welding trade
- locating, adjusting and repairing defects in machinery and equipment
ABILITY TO:
- plan, assign, supervise and review the work of skilled and related personnel engaged in the welding, maintenance and repair of a variety of metallic machinery, equipment and structures
- make estimates of time, materials and costs
- maintain manual and computerized parts, labor, equipment and shop records.
- use and maintain tools and repair equipment
- prepare, read and interpret plans, layouts, schematics, blueprints and specifications
- learn the utilization of computerized program application to access various data base information relating to equipment maintenance and repair
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/02.)
EDUCATION
- Education equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Three years of experience learning the welding trade as an apprentice or helper.
AND
SPECIFIC EXPERIENCE
- Two years of full performance level welding work repairing, rebuilding, replacing and fabricating damaged parts of a wide variety of light and heavy metal structures or equipment.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Welder Team Leader.
NOTE:
Employees are required, at the time of appointment, to possess and maintain a full complement of tools necessary to perform the tasks assigned.
