Spring is here, and with it comes important updates and resources for Philadelphia landlords.

As a quick reminder, Real Estate Taxes are due on March 31, 2025—don’t miss this deadline to avoid penalties and interest. Make sure to explore available relief programs or set up a payment plan if needed.

City launches latest round of Corridor Enhancement Grant

The City of Philadelphia launched the Corridor Enhancement Grant, a fund that contributes to neighborhood economic development and vibrant commercial areas.

The application deadline is April 14, 2025, at 11:59 p.m.

The Corridor Enhancement Grant supports community-serving nonprofits dedicated to enhancing the appearance, safety, livability of business districts in the neighborhoods they serve. The goal is to increase foot traffic, attract new businesses, promote available commercial real estate and a sense of community. Applicants are encouraged to submit projects that enhance the “look and feel” of their local commercial areas.

Eligible organizations can apply for an award amount of between $10,000 and $40,000 to complete their project.

FONSI/ERR Request for Release of Funds for 2201 E Tioga St. Apartments

On or about April 7, 2025, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds for the following project: 2201 E Tioga Street Apartments Development

Purpose: New construction of a four-story apartment building in the Port Richmond neighborhood of Philadelphia. The development will provide a total of 51 units, a mix of 25 one-bedroom, 13 two-bedroom, and 13 three-bedroom units. Sixteen units will be designed for residents with physical disabilities. Common amenity spaces will include a lobby, community center, and leasing /management office on the ground floor, two elevators, laundry, and an outdoor playground for residents.

Schedule for Public Comments

Any individual, group, or agency may submit written comments on the ERR to DHCD.  All comments received by April 4, 2025, will be considered by DHCD.

FONSI/ERR Request for Release of Funds for 17th Street Project

On or about April 2, 2025, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds for the following project: 17th Street Revitalization Project Phase I

Purpose:  New construction on scattered parcels for 40 affordable housing rental units for low-income families and individuals. Twenty-five percent of units will prefer individuals and families currently experiencing homelessness. All units at or below 50% AMI. Fifteen percent of units fully ADA accessible, and five percent will have features for the hearing and visually impaired.

Schedule for Public Comments

Any individual, group, or agency may submit written comments on the ERR to DHCD.  All comments received by April 1, 2025, will be considered by DHCD.

    About Service Connection/Site Clean-up Days

    Office of Homeless Services Encampment Resolution Team (ERT) staff members join the Department of Behavioral Health and Intellectual disAbility Services’s (DBHIDS) Homeless Street Outreach Team (Outreach) and the City’s Sanitation Department to conduct *Service Connection/Site Clean-up Days. OHS’s ERT staff schedules and leads service connection clean-ups at various selected outdoor encampment locations in Philadelphia.

    How it Works

    The teams post signs in advance to alert people living in tents, RVs, makeshift shelters, or none at all, on sidewalks, under bridges,in parks, empty fields, lots, etc., of upcoming service days. Each service day,the teams visit the encampment sites to offer individuals services, such as rides to a City intake center where staff can help find shelter space, Stranded Traveler Assistance,behavioral health, drug or medical treatment, and other similar services. The Sanitation Department team further assists by cleaning up accumulated trash.

    * Service days are not the same as formal, encampment resolutions, which, while social services-led, involve many more City of Philadelphia departments and nonprofit partners and follow specific protocols regarding personal property storage, notification, and other requirements.
