When someone gets a public works contract with the City of Philadelphia, they must pay the prevailing wage to anyone performing work on that contract. Prevailing wage is:
- A pay package determined by the U.S. Department of Labor or by the City of Philadelphia.
- Set by looking at the type of work, including heavy and highway construction, building construction, service, and residential.
- Determined by type of contract (either federal or City).
Both the City of Philadelphia and the federal government regularly update their prevailing wages.
Prevailing wage requirements
Employers working on City public works contracts must meet the standards of:
- The Davis-Bacon Act.
- Chapter 17-107 of the Philadelphia Code.
These contractors must submit weekly payroll information via LCP Tracker to prove that they are paying the prevailing wage. They’re also required to participate in job site visits with wage compliance officers.
The Office of Labor Standards in the City’s Department of Labor monitors these contractors to make sure they’re meeting these requirements.
