Helping Philadelphians access high-quality training and employment opportunities in infrastructure and construction.

About

On April 25, 2024, President Biden announced Philadelphia as a Workforce Hub. This program will help Philadelphians access quality training and jobs in construction and infrastructure.

The Office of Transportation and Infrastructure Systems and Department of Commerce will lead this program, working alongside the United States Department of Transportation (USDOT) and the Environmental Protection Agency (EPA). The team has established a Workforce Task Force to formalize and streamline the following goals:

  • Leverage the $30 million in federal dollars for existing infrastructure workforce development funds through The Good Jobs Challenge to scale existing training programs and increase public-private investment partnerships. 
  • Ensure the creation of and placement of 500–1,250 good jobs through federal infrastructure funds and the Good Jobs Challenge. 
  • Increase apprenticeship enrollment rate for construction and infrastructure participants on City public works projects with Geographic and Economic Hiring Preferences (GEHP) by 10% by 2026. 
  • Increase the participation rate of underrepresented workers on infrastructure public works projects to 20% by 2027.
