Philadelphia Consumer Financial Protection Task Force

Coordinating enforcement, outreach, and legislative efforts among consumer financial protection stakeholders.

About

In 2022, Mayor Kenney signed Executive Order 3–22. This executive order created the Philadelphia Consumer Financial Protection Task Force. The task force is the result of input from City leaders and community stakeholders, who identified the need to coordinate the efforts of consumer protection organizations in Philadelphia.

The task force will:

  • Work together to improve enforcement of consumer financial protection laws.
  • Coordinate outreach about consumer financial threats. Potential threats include unfair, discriminatory, predatory, and fraudulent products and practices.
  • Make recommendations, as needed, for new consumer financial protection laws and regulations.

After three years of coordinated work (2022–2025), the task force will produce a progress assessment and recommendations report.

Process

1
Meet as a group

The task force meets at least every other month. Subcommittees or ad hoc meetings may be established as needed.

2
Assess threats

The task force assesses the consumer threats that are most significant to Philadelphians. It then coordinates outreach and proposes enforcement and regulations to reduce the harm caused by those threats.

The task force incorporates an equity assessment into its agenda to ensure that it is aware of threats that have a disproportionate impact based on:

  • Race
  • Gender.
  • Sexual orientation or identity.
  • Age.
  • Religion.
  • Familial status.
  • Disability.
  • English proficiency level.
  • Education level.
3
Engage the community

The task force is designing a community engagement plan so that its work and solutions are informed by residents facing consumer threats.
