Explore frequently asked questions about the Woodland Avenue complete streets project.
What are the primary traffic safety concerns found on this stretch of Woodland Avenue?
The primary traffic safety issues are:
Are there plans to close 41st Street between Chester and Woodland for a pedestrian plaza?
There are design concepts for a future pedestrian plaza on this block of 41st Street. However, this effort would happen separately from this project and possibly be led by partner agencies.
A plaza would likely be installed with temporary materials at first, allowing the possibility of upgrading with more permanent materials in phases if successful.
How will SEPTA trolley and bus service be affected by this project?
The City collaborated with SEPTA on transit priority improvements to include in the traffic signal design, particularly at The Woodlands intersection. Traffic modeling found no appreciable delays due to this traffic signal phasing.
SEPTA will build a designated bus pull-in by the Portal for the connecting bus routes as part of its trolley substation project. SEPTA will coordinate this effort with the Office of Transportation and Infrastructure Systems (OTIS).
How will existing trees and landscaping be affected by this project?
Between VA Driveway and The Woodlands, new trees will be planted on the north side of Woodland by the 40th Street Trolley Portal. These trees have the necessary space to be large canopy trees.
Between the 40th Street Trolley Portal and Chester Avenue, the existing trees on Woodland Avenue will have to be cut down since the walking zone width at these locations is below Complete Streets standards (6 feet). The root structure has also resulted in uneven, inaccessible paving, and numerous trees are in poor health. New trees will be planted on both sides of Woodland with expanded sidewalks to provide equal or better coverage.
Between Chester Avenue and 42nd Street, the trees by The Woodlands are also in poor health. Two healthy trees will be kept, while the rest will be replaced with oak varieties. The north side tree line is unaffected.
How will the historic brick sidewalk by The Woodlands be affected by this project?
The brick sidewalk will be restored with as much reuse of existing brick as possible. The sidewalk width will not be narrowed, though the sidewalk may have to be shifted to accommodate the new two-way bikeway. The brick sidewalk is subject to review from the Philadelphia Historical Commission.
