The City’s Building Energy Programs work together to improve overall energy efficiency in large buildings. These programs require building owners to report energy and water data, and in some cases, make improvements to support better energy and water efficiency in the building.

If you own or manage a large building in Philadelphia, you may need to comply with the following programs:

The Building Energy Benchmarking Program requires certain commercial and multifamily buildings to report energy and water data to the City annually.
The Building Energy Performance Program, sometimes called "building tune-ups", requires certain non-residential buildings to review their energy systems and make tweaks to improve overall efficiency.

Buildings account for nearly 70% of Philadelphia’s carbon emissions. Through these initiatives, the City can reduce emissions from the largest buildings, increase energy efficiency, and achieve its goal of going carbon neutral by 2050.
