FY2023 PROTECT Discretionary Grant Program Bridge Sustainability in Northwest Philadelphia The City of Philadelphia will receive over $14.2 million to rehabilitate two deteriorating bridges over Wissahickon Creek in northwest Philadelphia. Built in the 1800’s, the Bells Mill Road and Valley Green Road bridges provide access to Wissahickon Valley Park, one of the city’s noteworthy natural destinations, which experiences frequent flooding. Improvements also include restoration and creation of wetlands. $14,245,000.00
FY2023 Thriving Communities Program City of Philadelphia The City of Philadelphia will receive technical assistance to develop a standard program for setting hiring preferences on federally funded projects, monitoring and enforcing compliance, and providing training for project and workforce outreach staff. Through TCP, the City of Philadelphia, and its partners, Called to Serve (CTS) and Philadelphia Works, Inc. (PhilaWorks), will use the TCP assistance to create workforce training pathways and programs for infrastructure projects. Technical Assistance
FY2023 DOT Federal Highway Administration Reconnecting Communities and Neighborhoods (RCN): Neighborhood Access and Equity (NAE) Grant Program The Chinatown Stitch is a highway capping project to cover the existing below-grade Vine Street Expressway I-676 and reconnect the Chinatown neighborhood. This grant will complete final design and implementation of a two-block phase of the project, in addition to safety improvements for the local Vine Street and connection to the Reading viaduct rail-trail. Lead agency: Office of Transportation, Infrastructure, and Sustainability.

Note: The FY23 RCN program combined BIL and Inflation Reduction Act (IRA) funding. Because the NAE grant award is funded by IRA, this award is not included in the BIL fund totals the City is tracking.

FY2023 Environmental Protection Agency (EPA) Clean School Bus Program Greening School Transportation One Charge At A Time The Operations Division of Transportation Services (School District of Philadelphia) will use this funding to continue transitioning their buses from diesel to electric. The district will be able to replace 20 Type-C diesel buses with 20 Type-C electric school buses, significantly reduce emissions, and promote sustainability within the community. The funding must be used by April 2026. Lead agency: School District of Philadelphia. $7,900,000
