Code Red to end at 8 p.m. on Sunday, July 5
The Code Red that the Office of Homeless Services has declared on July 1 will end on Sunday, July 5, at 8 p.m.
It will still be extremely hot outside, however.
Help keep safe someone you see sleeping or living outside in the heat. Call the City’s Homeless Street Outreach Hotline, (215) 232-1984 to request a team to help them access emergency shelter, ice, water, and other homelessness-related services.
If there is a medical emergency, call 911.
OHS daytime intake centers will be closed over the Fourth of July holiday weekend but our after-hours intake centers will be open to help anyone who needs emergency shelter:
Families:
- Red Shield Family Residence, 715 N. Broad Street
- ACTS After Hour Intake, 1300 E Tulpehocken Street
Single women:
- Gaudenzia’s House of Passage, 111 N. 49th Street (enter on 48th St. at Haverford Ave.)
Single men:
- Mike Hinson Resource Center, 1701 W. Lehigh Ave.
Rate Board Files Determination on 2026 TAP-R Proceeding
On July 1, 2026, the Water, Sewer and Storm Water Rate Board filed its official determination on the 2026 TAP-R Reconciliation Proceeding concerning the TAP-R surcharges proposed by the Philadelphia Water Department beginning September 1, 2026.
Neighborhood Stabilization Program (NSP) Quarterly Reports
The City of Philadelphia received the Department of Housing and Urban Development (HUD)’s Neighborhood Stabilization Program 1 (NSP 1) grant in 2008, and Neighborhood Stabilization Program 2 (NSP 2) grant in 2009. All Quarterly Performance Reports (QPRs) submitted for both NSP 1 and NSP 2 during their respective grant periods are posted on the DHCD website. These reports are for archival purposes only. Please note that the following QPRs are not available for both the NSP 1 and NSP 2 grants and were therefore purposely omitted from the list: June 2017, September 2017, and December 2017.

OHS declares Code Red on 7/1, until further notice
Due to weather forecasts of dangerously high temperatures, the Office of Homeless Services has declared a Code Red. It goes into effect at 11 a.m. on Wednesday, July 1, 2026, until further notice.
