Rate Board Files Determination on 2026 TAP-R Proceeding

On July 1, 2026, the Water, Sewer and Storm Water Rate Board filed its official determination on the 2026 TAP-R Reconciliation Proceeding concerning the TAP-R surcharges proposed by the Philadelphia Water Department beginning September 1, 2026.

Neighborhood Stabilization Program (NSP) Quarterly Reports

The City of Philadelphia received the Department of Housing and Urban Development (HUD)’s Neighborhood Stabilization Program 1 (NSP 1) grant in 2008, and Neighborhood Stabilization Program 2 (NSP 2) grant in 2009. All Quarterly Performance Reports (QPRs) submitted for both NSP 1 and NSP 2 during their respective grant periods are posted on the DHCD website. These reports are for archival purposes only. Please note that the following QPRs are not available for both the NSP 1 and NSP 2 grants and were therefore purposely omitted from the list: June 2017, September 2017, and December 2017.

OHS declares Code Red on 7/1, until further notice

Due to weather forecasts of dangerously high temperatures, the Office of Homeless Services has declared a Code Red. It goes into effect at 11 a.m. on Wednesday, July 1, 2026, until further notice.

Help protect our most vulnerable residents. If you see someone sleeping or living outside in the heat, call the Homeless Street Outreach Hotline: (215) 232-1984.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Philadelphia Housing Authority.

REQUEST FOR RELEASE OF FUNDS

On or about July 13, the City of Philadelphia will authorize the Philadelphia Housing Authority (PHA) to submit to HUD a request for release of funds under Section 9 funds under the United States Housing Act of 1937, as amended, to undertake the following project:

Project Title: 4912 Griscom Street
Purpose: Project HOME’s, proposal is to build a 3-story, 33,000 sq. ft. apartment building to include 44 Faircloth to Rental Assistance Demonstration (RAD) one-bedroom units. The development will include social services for those at-risk for homelessness, persons in recovery, and/or persons with mental illness.
Location: 4912 Griscom Street, Philadelphia, PA 19124
Estimated Cost: Total development cost is $22,047,620

FINDING OF NO SIGNIFICANT IMPACT

 The City of Philadelphia has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Philadelphia.  All comments received by July 10, 2026, will be considered by the City prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Philadelphia certifies to HUD that Jessie Lawrence, in his capacity as Director of the Department of Planning and Development/Division of Housing and Community Development consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City’s certification for a period of 15 days following the anticipated submission date or its actual receipt of the request (whichever is later). Potential objectors should contact HUD to verify the actual last day of the objection period.

    Office of Homeless Services Encampment Resolution Team (ERT) staff members join the Department of Behavioral Health and Intellectual disAbility Services’s (DBHIDS) Homeless Street Outreach Team (Outreach) and the City’s Sanitation Department to conduct Service Connection/Site Clean-up Days.* OHS’s ERT staff schedules and leads service connection clean-ups at various selected outdoor encampment locations in Philadelphia.  
     
    How it Works  
     
    The teams post signs in advance to alert people living in tents, RVs, makeshift shelters, or none at all, on sidewalks, under bridges, in parks, empty fields, lots, etc., of upcoming service days. Each service day, the teams visit the encampment sites to offer individuals services, such as rides to a City intake center where staff can help find shelter space, Stranded Traveler Assistance, behavioral health, drug or medical treatment, and other similar services. The Sanitation Department team further assists by cleaning up accumulated trash.  
     
    * Service days are not the same as formal, encampment resolutions, which, while social services-led, involve many more City of Philadelphia departments and nonprofit partners and follow specific protocols regarding personal property storage, notification, and other requirements
