Process and eligibility
DRP services are available to individuals, neighbors, small businesses, houses of worship, and community organizations in Philadelphia. Disputes where there is violence or court-involvement are not eligible for these services.

Complete an intake form and submit it to the Philadelphia Commission on Human Relations.
You can submit your intake form by mail or email. You can also make your complaint in person at the PCHR office.

PCHR staff will review your intake form.
If you are eligible, the case is then assigned to a member of the Community Relations Division.
