El Programa Reconstruir invertirá cientos de millones de dólares en los parques, los centros de recreación y las bibliotecas de Filadelfia. Gracias al impuesto a las bebidas azucaradas de Filadelfia, el Programa Reconstruir da prioridad a los lugares situados en los vecindarios más necesitados, así como a los que se encuentran en condiciones muy precarias.
Los proyectos aprobados avanzan por fases y suelen comenzar con la participación comunitaria o con mejoras urgentes.
