The Toddlers of Philadelphia Survey (TOPS) provides information about the experience of families and other caregivers raising two-year-old children in Philadelphia.

The survey was conducted by Mathematica in partnership with the Philadelphia Department of Public Health, Division of Maternal, Child, and Family Health, with support from the William Penn Foundation.
