Regulations are effective as of September 18, 2018. These amended regulations govern how the rotational towing program will operate under AutoReturn’s management. These regulations were publicly advertised and posted online by the City of Philadelphia Records Department on April 13, 2018. The 30-day period for public comments and hearing requests elapsed with none received. Starting on September 18, 2018, towing companies must abide by the towing rates and other terms and conditions set forth in these regulations.
