In accordance with Board Regulation 7 (Required Ethics Training), within 15 calendar days of their effective date of employment or beginning of a term of service, all City workers must receive a copy of a City ethics manual. The City’s ethics manuals outline the ethics rules in the Philadelphia Code, City Charter, and the Board of Ethics’ own regulations. They describe what City workers, City Council staff, or City board or commission members should do if they, for example:
- Have a conflict of interest.
- Receive prohibited gifts or gratuities.
- Want to engage in political activity.
Note that the Board of Ethics is no longer providing print copies of their manuals, but City departments, offices, or agencies can request print copies of palm cards containing a QR code to each ethics manual, if needed. Visit ethics.pub/manualcards to place an order.
