In Fall 2015, the Citizens Planning Institute brought 15 longtime neighborhood leaders together for a series of workshops called Neighbors Helping Neighbors. We asked these leaders: “What challenges are you facing in your neighborhoods, and what do you do to address them?” Their answers became the Citizens Toolkit. The Citizens Planning Institute is the educational arm of the Philadelphia City Planning Commission (PCPC).
