What we do

The Philadelphia Water, Sewer, and Storm Water Rate Board is an independent body. City Council established the Board to set rates and charges for water and sewer service.

Through a process of board meetings and hearings, the board considers testimony and other evidence submitted by City officials and members of the public to arrive at fair and reasonable rates to provide adequate funding for the operation of the Philadelphia Water Department.

Notice of 2025 Rate Board Proceedings

The Philadelphia Water Department filed Advance Notices with City Council and the Rate Board on February 18, 2025, of proposed changes to (1) its general rates and charges effective 9/1/2025 and 9/1/2026 (2025 General Rate Proceeding) and (2) its Tiered Assistance Program Rate Rider Surcharge rates effective 9/1/2025 (2025 TAP-R Reconciliation Proceeding), per the Board’s Regulations.

The Notices, with proposed changes and supporting documentation, are posted with their respective proceedings on the Board’s Rate Proceedings page, which will show all filings in each proceeding. Public and technical hearings, as well as Board meetings, will be listed on the Board’s Meetings & Hearings page. The Board will determine the rates in July 2025.

Anyone affected by the proposed rates may become a Participant in either rate proceeding by registering with the Board by April 7 at WaterRateBoard@phila.gov or c/o City of Philadelphia Law Department, 1515 Arch Street, 17th Floor, Philadelphia, PA 19102.

As Public Advocate, Community Legal Services represents the interests of individual customers and small businesses, and offers free resources to support public input, including help for people who may have difficulty participating in hearings (virtual or otherwise).
