What we do

The Philadelphia Regional Office of Emergency Medical Services (PROEMS) is the “Regional EMS council.” PROEMS is defined by PA Code, Title 28, § 1021.2 as a nonprofit incorporated entity or appropriate equivalent.

PROEMS plans, develops, and maintains emergency medical services (EMS) systems in the city and county of Philadelphia. It represents health professions and organizations involved with EMS in the city.

PROEMS responsibilities include:

  • EMS agency licensing.
  • Ambulance inspection and licensing.
  • Medical Command facility licensing and inspection.
  • Special event reporting.
  • EMS education and certification.
  • Continuing education.
  • Data collection.
