Zoning process

The Philadelphia City Planning Commission (PCPC) advises the Zoning Board of Adjustment (ZBA), applicants, and community groups about zoning cases. PCPC has to review some plans before the Department of Licenses and Inspections (L&I) will accept them.

L&I is responsible for administering the zoning code. L&I ensures public safety by issuing permits and licenses and providing inspections.

You can appeal an L&I refusal to the ZBA, an independent board. The public can participate in ZBA hearings.
