Kristin K. Bray is Chief Legal Counsel to Mayor Parker and the Director of Philly Stat 360. As the Chief Legal Counsel, Kristin advises the Mayor and her office on all matters and ensures that the Mayor’s initiatives are implemented in a lawful and constitutional manner. In addition, as the Director of Philly Stat 360, Kristin is responsible for establishing and developing a sustainable system that uses real-time data to change the culture of how City services are provided to communities.
Prior to her current role, Kristin served for nine years in the City of Philadelphia Law Department. Her most recent role was as the Acting City Solicitor and First Deputy City Solicitor, where she was responsible for providing legal representation to the City and it elected officials, directing the work of over three hundred staff members, and managing a budget in excess of $28 million. Prior to those roles, she was the Chief Deputy City Solicitor for the Code and Public Nuisance Litigation Unit in the City of Philadelphia’s Law Department. As Chief, she developed multiple programs focused on improving the quality of life in the city inclusive of developing a civil enforcement program for nuisance businesses and short dumping. Prior to serving as Chief, Kristin was a Senior Attorney in the General Litigation Unit, where she represented the City of Philadelphia in multi-million-dollar civil actions arising out of contract, real property, and other commercial disputes.
Prior to returning to the City, Kristin worked for the Defense Logistics Agency, Troop Support, where she served as the Trial Attorney and, eventually, Senior Trial Attorney. During her time with DLA, she routinely litigated complex multi-billion and multi-million-dollar contract disputes. She was recognized as the Office of Counsel Attorney of the Year for 2013.
Before joining the Defense Logistics Agency, Kristin spent four years as an Assistant City Solicitor in the Housing and Code Enforcement Unit. Prior to working for the City of Philadelphia, Kristin clerked for The Honorable Bonnie Brigance Leadbetter of the Commonwealth Court.
Kristin received her Bachelor of Arts, cum laude, from Immaculata College and her Juris Doctor, magna cum laude, from Villanova University School of Law.
