Office of LGBTQ+ Affairs

What we do

The Office of LGBTQ+ Affairs works to foster equitable working and living conditions for lesbian, gay, bisexual, transgender, queer, intersex, asexual individuals, and additional members of the LGBTQ+ community. The office advocates for LGBTQ+ issues across all areas of City government.

Created in 2008 by mayoral executive order, the Office of LGBTQ+ Affairs became a permanent part of the City’s charter in 2015. The office aims to:

  • Develop City policy regarding civil rights issues affecting LGBTQ+ people.
  • Help enact policies and programs to meet the City’s diversity, equity, inclusion goals.
  • Coordinate among City departments, agencies, and offices to improve LGBTQ+ access to services, and to promote equity and safety for LGBTQ+ people.
  • Support the growth and development of the City’s LGBTQ+ communities and serve as a liaison between the area’s LGBTQ+ communities and the City.
  • Provide education about the needs of the LGBTQ+ community.

Executive Director, Office of LGBTQ+ Affairs

Celena Morrison-McLean is a passionate advocate and leader for diversity, equity, and inclusion, currently serving as the Executive Director of the Office of LGBTQ+ Affairs for the City of Philadelphia. Since her appointment in 2020, Celena has worked to build inclusive policies and foster partnerships that support Philadelphia’s LGBTQ+ communities. A seasoned professional in social justice and community engagement, she brings years of experience from roles in both governmental and nonprofit sectors, including her past work with the Philadelphia Commission on Human Relations and the William Way Community Center. As a Black woman, Celena is deeply committed to advancing the visibility, rights, and well-being of marginalized communities.
