LIBRARY INFORMATION SYSTEMS MANAGER
GENERAL DEFINITION
This is administrative library information systems management work. An employee in this class is responsible for managing, through subordinate supervisors, EITHER the maintenance of a city-wide Local Area Networks (LANs) systems of work stations for the public, data base management and maintenance, the maintenance and development of Internet WEB design products, and the provision of customer service and user training in library information systems access and update OR the maintenance and support of the Library's Wide Area Network (WAN) system and LAN work stations supporting the Library's administrative and executive functions, IT contract management, departmental IT planning and special project development, computer room shift operations and the provision of hub activities support for the City's internet link. The employee in this class plans and coordinates the implementation and ongoing enhancement to the Library's LAN/WAN systems.
Contact with contractors, consultants, and library officials to coordinate system operations and maintenance is a significant aspect of the work. Work is performed under the direction of an administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The position must be responsible for supervising, through subordinate supervisors, the maintenance of Local Area Network (LAN) work stations for the public, the maintenance and development of Internet WEB design products, and the provision of customer service and user training in systems access and update.
OR
- The position must be responsible for supervising, through subordinate supervisors, the maintenance and support of the Library's Wide Area Network (WAN) system and Local Area Networks (LANs) supporting the Library's administrative and executive functions, computer room shift operations and the provision of hub activities support for the City's internet link.
- The work must be performed for the Free Library of Philadelphia.
- Only one position will be allocated to each specialty.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
CENTRAL SYSTEMS SUPPORT ASSIGNMENT
- Plans, coordinates and evaluates major restructuring and expansion of the Library's LAN system, including the wide area networking of the branch libraries to the main library, the City's fiber optic ring, and the internet; determines hardware and software needed to enhance the capability of existing automated systems and networks; plans and arranges for the installation of new hardware and systems software upgrades; coordinates plans with contractors and library officials.
- Maintains, through subordinate supervisors, the work stations, fileservers, systems software and peripheral equipment in continuous working order; directs subordinates to troubleshoot and test systems in order to obtain optimum efficiency; insures network communications to other CPUs, and internet LANs; tunes the system in order to balance the load running on the system and to obtain optimum system efficiency; insures network availability; develops a disaster recovery plan; develops strategies for system security.
- Establishes access to Internet; serves as the hub for access to the Internet; maintains name/address structures and directories.
- Directs, through subordinate supervisors central computer and telecommunications systems; sets performance standards; establishes work priorities; advises staff on diagnosis and correction of operational problems.
- Prepares annual operating and capital budgets; administers computer-related maintenance contracts; approves invoices; researches and writes specifications for all computer equipment, software, and related services and supplies; devises benchmark and performance tests for hardware and software; advises library officials on the purchase of computers and related equipment.
- Participates with others in developing library policies and procedures; advises library agencies and other professional groups and association on library systems conversion and implementation; meets with library administrators to coordinate systems implementation.
- Performs related work as required.
PUBLIC SYSTEMS SUPPORT ASSIGNMENT
- Plans, coordinates and evaluates customer service, support and training for the Library's information technology system, including the integrated library system and the networked facilities; determines customer needs to enhance the capability of existing automated systems; in conjunction with technical operations staff, plans and arranges for the installation of new hardware and systems software upgrades; coordinates plans with contractors and library officials.
- Maintains, through subordinate supervisors, customer service help desk and management information systems to support work stations, fileservers, systems software and peripheral equipment in continuous working order, including a large public access system of work stations and printers; directs training and applications for end users; directs subordinates in the design of appropriate interface and functionality for the library's World Wide Web site.
- Sets performance standards and systems of accountability; establishes work priorities; advises staff on communication and training. Plans and arranges library computer and electronic resources training sessions for library staff and the public; develops guidelines and procedures for staff in the operation of the integrated system; supervises library staff engaged in training library employees in database maintenance and operation of the integrated library system.
- Prepares annual operating and capital budgets; administers training and helpdesk-related maintenance contracts; approves invoices; researches and participates in the writing of specifications for all computer-based products and related services and supplies; advises library officials on the training and customer service support aspects of purchase of computers and related equipment.
- Participates with others in developing library policies and procedures; advises library agencies and other professional groups and associations on library systems conversion and implementation.
- Meets with library administrators to coordinate systems implementation; coordinates development of library system functions with processing division personnel.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/01.)
EDUCATION
- Completion of a Bachelor's degree with major course work in Library Science, Computer Science, Information Science, Decision Science or a closely related field.
AND
GENERAL EXPERIENCE
- Three years at the full performance level or above performing local area networking activities, computer programming, developing and implementing fourth (4th) generation computer programs for end user information systems or data base management or systems programming at the intermediate level.
AND
SPECIFIC EXPERIENCE
- Two years of experience performing at the supervisory level in a departmental information management or network administration capacity.
OR
Any equivalent combination of training and experience that has included the specific experience and a bachelor's degree from an accredited college or university determined to be acceptable by the Personnel Department.
OR
GENERAL EXPERIENCE
- Three years of librarian experience at the supervisory or coordinator level.
AND
SPECIFIC EXPERIENCE
- Three years of librarian supervisory experience at or above pay range EP22 in a library information management environment which has included supervising WEB management and development, or supervising departmental IT planning and managing special IT projects, or performing database management and maintenance or performing customer support management activities that has included departmental training for in-house users and providing systems access support to the public.
OR
Any equivalent combination of training and experience that has included the specific experience and a Bachelor's degree from an accredited college or university determined to be acceptable by the Personnel Department.
NOTE:
Completion of a Master's degree in Information Science, Decision Science, Computer Science or a closely related field can be substituted for two years of any of the above general experience.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
