PARKS AND RECREATION REGIONAL MANAGER
GENERAL DEFINITION
This is Parks and Recreation management work planning, coordinating, evaluating and directing, through subordinate district managers, one of two geographic regions of the Department of Parks and Recreation. An employee in this class is responsible for the maintenance, operations, and programming at all parks and recreation facilities in their designated region. Planning and coordinating with other divisions and upper management for recreation and athletic programs, cultural and environmental programs, and park events is a significant aspect of the work. Employees are responsible for managing the regional budget, district budgets, and determining regional priorities. Working closely with subordinate managers to monitor and evaluate day-to-day operations and personnel and representing the city and department in meetings with other agencies and citizens is a significant aspect of the work. Work is performed under the direction of a higher-level Parks and Recreation manager.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Employees in this class must perform Parks and Recreation management work planning, coordinating, evaluating and directing, through subordinate district managers, for one of two geographic regions of the Parks and Recreation Department.
2. Only two positions may be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Represents the mission, vision, goals and objectives of the department; fosters growth of existing partnerships; develops new partnerships that work toward departmental goals and objectives.
Formulates and evaluates policies, procedures, goals and objectives; evaluates programs and operations as they occur in the region with regard to departmental policies, procedures, goals and objectives; reports on compliance and progress to upper management; recommends changes to policies, procedures, goals and objectives.
Reviews and approves construction and landscape plans for appropriateness and adherence to department standards; participates in the development of maintenance plans and operating policies; enforces departmental standards for each facility or property within an assigned geographic region and ensures adherence to these standards; oversees the maintenance and landscaping of parks and recreation areas, turf maintenance, and the planting, trimming and removal of park and street trees; gathers and analyzes data regarding parks and recreation area usage and participation and recommends, initiates and implements program or maintenance changes based upon the data.
Recommends recreation and athletic programs as well as cultural and environmental programs for individual centers, parks and playgrounds; participates in the development of overall city-wide parks and recreation programming; provides assistance in the design of new centers or in the design of rehabilitated or expanded facilities; provides professional guidance to capital project managers regarding recreation center or park property construction; chairs or serves as a member of district and city-wide activity committees; attends staff meetings with other departmental personnel; interfaces with various city agencies regarding programs/activities; participates in various citywide and interdepartmental activities/programs.
Tours park and recreational facilities to observe staff effectiveness; promotes activities such as sports, arts and crafts, drama, and cultural/environmental activities; directs, through subordinate supervisors, the custodial maintenance and grounds keeping of parks and recreation areas and facilities; takes necessary corrective action to ensure that program goals and safety and sanitary standards are met; stays abreast of current local, state and federal regulations regarding cleanliness, accessibility, and safety of park and recreation areas and facilities.
Manage the annual regional and district budgets, including program, maintenance, equipment, materials, staffing and supplies; evaluates equipment needs within the region and participates in the preparation of specifications and requisitions for the purchase of equipment, materials and supplies with upper management; distributes allocated funds between districts, monitors spending, and coordinates the distribution of supplies and equipment; participates in and provides input to upper management for the annual capital budget; identifies various sources of revenue for an assigned region, such as grants and fundraising events/programs; monitors and controls these fundraising efforts.
Determines regional priorities; allocates budgeted funds among subordinate supervisors; approves requisitions and expenditures of budgeted funds; advises subordinates of program goals; evaluates the progress of programs and recommends changes.
Directs, organizes, and coordinates regional and citywide special events occurring within the specified region; works closely with other divisions, agencies, outside groups and district managers to manage the preparation, implementation and breakdown of all events; deploys personnel and resources within a region for events and during peak seasons.
Evaluates and addresses personnel issues through subordinate district managers; reviews disciplinary actions recommended by district managers; reviews and evaluates annual staff performance reports as well as program and operations performance measures and makes appropriate training and improvement recommendations; mediates hostile or troubled staff relationships and attempts to resolve all conflicts in accordance with human resources procedures.
Represents the department at civic, community, inter-agency and outside organization meetings; works with schools and other organizations for use of parks and recreation facilities and accommodating the needs of youth groups; acts as liaison for volunteer groups with other City departments; responds to group requests for parks and recreation area improvements; advises groups on horticultural projects; attempts to resolve complaints.
Coordinates with other divisions for intra-departmental training, capacity building and programming to plan for the provision of public services in the most efficient manner; works with the Youth Development and Special Recreation Services divisions to provide staff training for new programs, capacity building for staff and volunteers and manages implementation within districts.
Manages all emergencies within the assigned region; acts as the first point-of-contact for district managers for any emergencies occurring within the region; deploys staff and resources as necessary, notifies upper management and ensures protocol is followed; takes primary responsibility for all off-hour emergencies.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles, practices, methods, and equipment used in parks and recreation
· recreation and park program administration, management and coordination principles and techniques
· the methods, materials and tools used in the maintenance and improvement of parks and recreation grounds including turf maintenance, tree planting and trimming, landscape gardening, and custodial care of buildings and related facilities.

ABILITY TO:
· identify and monitor sources of revenue for an assigned region such as grants and fundraising events

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/10)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
Six years of grounds care, horticulture, arboriculture, park administrative, and/or recreation program experience.
AND
SPECIFIC EXPERIENCE:
Two years of second supervisory level recreation work experience planning, implementing, managing, coordinating, and evaluating recreation and social service programs for an assigned district OR two years of administrative experience planning, directing, and coordinating the horticultural, arboricultural, landscape and turf maintenance, and custodial activities within a park district.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which includes a bachelor’s degree as an educational minimum and the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Parks and Recreation Regional Manager.
