RECREATION HANDICAPPED FACILITY SUPERVISOR
GENERAL DEFINITION
This is administrative and supervisory recreation work directing a citywide multi-service therapeutic recreation program for a recreation handicapped facility and center designed to meet the needs of physically and mentally differently-abled children and adults. The employee in this class is responsible for establishing recreation therapeutic program policies and procedures establishing individualized goals for participants, and supervising technical, clerical, maintenance, intern and volunteer personnel. A significant aspect of this work requires performing client motivation and client evaluation, and leading the exploration and development of new program initiatives for participant population stability and outreach. Contact with representatives of community health, welfare and social service agencies, participating teaching institutions, program sponsors and contributors, and advisory groups are of major significance to the work.
Physical effort is required in this position when assisting participants. Work is performed under the direction of an administrative superior.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, organizes, and directs the overall management of a handicapped recreation facility which includes, recreation, clerical, maintenance, student intern, and volunteer personnel; supervises and directs the formulation of staffing schedules based on needs at the facility, and for all other facilities made temporarily available gratis to the City for various differently-abled participant program activities, sports, and related events conducted under the auspices of the citywide therapeutic recreation program; defines responsibilities, duties, assignments, and performance standards of recreation, student intern, and volunteer staff; supervises, plans, assigns, and reviews the duties of a clerical technical, and custodial staff.
- Participates with higher level recreation officials in the development of the policies and procedures for all therapeutic recreation programs implemented at the facility and citywide in general; recommends modifications as needed; initiates and implements new program offerings; sets goals and objectives for the citywide therapeutic recreation program overall; evaluates on-going programs in terms of effectiveness and in comparison with national, state, and local legislation and with accepted guidelines for professional recreation therapeutic standards and practices, introduces changes as needed or required; assesses the possibilities for establishing and providing or obtaining financial support for additional programs, specialized equipment and enhanced therapeutic recreation facilities.
- Advises, consults, and coordinates with the local, regional, and national agencies regarding provision of services for the differently-abled community; provides training, recommendations, orientation and guidance to both City and private organizations, serves as the Recreation Department's Americans with Disabilities Act (A.D.A.) chairperson with chief responsibility for all A.D.A. consultations citywide.
- Interviews new applicants, reviews records of program participants on a continuing basis to assess their respective needs, interests, and abilities as related to available recreational therapeutic program activities; recruits client participants from the differently-abled community citywide; assists clients in the setting of individualized goals and objectives, attends to monitoring individual program participants' progress and attendance regularly; and maintains current files and records over a range of subjects related to the provision of information and current practices for recreational therapeutic programs and participants.
- Develops, plans, and coordinates recreational activities and field trips based on the assessed interests and capabilities of the participants; incorporates and modifies a variety of recreational activities that may include sports, games, and arts and crafts; ensures that vehicles for transportation and necessary specialized equipment are available as needed.
- Arranges for various fundraisers such as Casino Night, Black History Benefit at local venues, bus trips to league teams' home games, and other special events which include the annual May picnic, Thanksgiving party, and other holiday season parties, occasional dances and socials for program participants, friends, families and underwriting sponsors.
- Establishes goals and objectives for volunteer recruitment and performance; contacts schools and community organizations to explain the need for volunteer services; interviews applicants and assigned interns to determine their aptitudes, abilities, skills and other qualifications; schedules and conducts training sessions for interns and volunteers; provides academic supervision for interns and maintains files on volunteers.
- Prepares and maintains records of client attendance, requisitions, deliveries, and repairs; requisitions supplies; prepares periodic reports on facility activities and program related special projects and events.
- Provides technical information and on-site guidance concerning the elimination of architectural barriers; makes recommendations for requisite equipment which is appropriate and safe for differently-abled special populations.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the philosophy and objectives of organized recreation and therapeutic recreation programs
- group leadership as applicable to a therapeutic recreation program and associated volunteers, interns, sponsors, media, visiting coaches and other attending professionals
- the principles, techniques, requirements, and equipment used for therapeutic recreation programs in a facility for the physically and mentally differently-abled
- the principles used in the development, revision, and direction of a therapeutic recreation program
- local community, civic, teaching, social and service organizations as sources for needed volunteers
- behavior patterns which are or may be symptomatic of a variety of physical and mental illnesses
- planning, organizing and directing a full range of therapeutic recreation program activities and services offered by a facility for the physically and mentally differently-abled
- current federal, state, and local statutes, requirements, and guidelines which relate to therapeutic recreation facilities, programs and client participants
SKILL IN:
- selecting appropriate therapeutic recreational and social activities for program participants
- writing grant applications and reports
- public speaking and making presentations to diverse groups, media, and other professionals
- interpreting and implementing legal requirements, guidelines, and policies
ABILITY TO:
- explain the goals and objectives of recreational activities to volunteers and interns, provide appropriate training and supervision, and coordinate their work within an appropriate program context
- establish and maintain effective working relationships with subordinates, volunteers, interns, client program participants, sponsors, associate professionals, and the general public
- maintain records for individual participants and programs and prepare required facility reports
- evaluate the effectiveness of various therapeutic recreation programs and facility functions overall, determine and implement procedural changes as needed to continue effective and efficient operations
- administer and coordinate various competitions, tourneys, and related events hosted by the facility
- arrange necessary travel and accommodation for clients participating in league competitions, tourneys and other associated events and activities
- identify and recruit program sponsors citywide and undertake appropriate activities and events which may result in successful fundraising to supplement program and facility budgets
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 3/88.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university in the field of therapeutic recreation, recreation, or physical education; or, completion of a four year program of instruction at an accredited school of art, music, drama or dancing, and supplemented by appropriate therapeutic recreation and recreation courses.
AND
SPECIFIC EXPERIENCE
- Three years of recreation experience, one year of which shall have involved responsibility for the planning and organization of a program providing a wide variety of therapeutic recreational services.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
