RECREATION PROGRAMMING COORDINATOR
GENERAL DEFINITION
This is recreation programming work planning, directing, coordinating and evaluating new and ongoing specialized recreation activities and programs on a citywide basis. Employees in this class are responsible for the development, implementation and evaluation of a comprehensive, citywide recreation program in one of the following assignment areas: Afterschool & Early Childhood, Aquatics, Athletics, Intellectual & Physical Disabilities, Performing Arts, Visual Arts, or Outdoor Experiences. Employees in this class supervise a combination of seasonal, temporary, volunteer and/or permanent full-time recreation personnel as required. Establishing and maintaining effective working relationships with departmental personnel, community organizations, small businesses, corporations, parents and guardians, and the general public, in addition to coordinating available program resources, are important aspects of the work. An employee in this class reports to a recreation program director or other administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
· An employee in this class must organize and direct new and ongoing citywide recreation programs and events in a specialized assignment area.
· An employee in this class must work in either the Program or Development Division of the Department of Parks and Recreation.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Formulates, plans and coordinates citywide recreation programs and events in the assignment area to foster engagement and participation in that area; directs overall implementation of the program cycle; allocates available resources to maximize program efficiency; serves as Department of Parks & Recreation liaison for activities in the assignment area; conducts program needs assessments and surveys; maintains administrative records, files, incident reports and other documents; develops forms and reports used by programs and/or camps.
Develops and implements procedures to document daily participant attendance for activities held during the program cycle; monitors and reports program performance data as required; develops ongoing program and/or event operating budgets for approval by a recreation program director or other administrative superior; determines maximum staffing, transportation, and supply capacity supported by available funding; may collect registration fees for programs and/or events; coordinates the food program for day camps and Out-of-School Time programs; ensures compliance to food handling regulations as required.
Ensures that recreation programs in the assignment area are geographically distributed among a variety of recreation centers and/or park facilities; controls the content, printing and distribution of the informational and promotional materials used for these programs; designs activities to help participants build developmental skills as required; may perform program marketing, recruitment and registration; interacts with departmental fiscal and/or procurement personnel to recommend equipment and supply purchases; regulates the distribution and usage of equipment and supplies; determines and selects prizes and awards; plans and coordinates awards ceremonies, dinners and/or volunteer recognition events.
Defines quality standards and implementation criteria for programs so they can be consistently delivered citywide by parks and facility staff.
Participates in identifying, interviewing, selecting, training and assigning a combination of seasonal, temporary, volunteer and/or permanent full-time personnel to implement programs and events in the assignment area; identifies training needs and coordinates resources to conduct trainings; observes and directs the effectiveness of assigned personnel; may submit personnel timesheets and/or perform other supervisory functions as required.
Participates on departmental recreation committees to implement ongoing citywide programs and events in the assignment area; may work with community advisory councils to plan, implement, evaluate and develop resources for programs and events; delegates assignments to and guides the activities of departmental recreation committees and community advisory councils; may elect the chairperson of departmental recreation committees and community advisory councils as required.
Participates in interdepartmental initiatives that pertain to the assignment area; assists in coordinating components of major citywide, regional or national events organized by the Department of Parks and Recreation such as the Broad Street Run and Mummer’s Parade as required.
Performs related work as required.
Afterschool & Early Childhood assignment:
Plans, coordinates and evaluates activities ensuring that citywide afterschool & early childhood recreation programs offered by the Department of Parks and Recreation adhere to quality standards; may organize professional development training for program staff on topics such as Department of Public Welfare childcare requirements, Department of Human Services mandatory reporting policies, the Core Standards for Philadelphia Youth Programs and the National Standards for Quality School Age Care.
Assists departmental recreation center directors and/or staff to develop afterschool & early childhood programs; trains program staff in learning activities, games, tutoring techniques and group management techniques as required; interacts with local organizations and agencies to coordinate citywide health and fitness programs and events for afterschool participants.
Serves as liaison to the representatives of local public, fiduciary and/or administrative organizations involved with funding departmental afterschool programs; submits timesheets for both departmental and grant-supported afterschool staff; ensures compliance with the fiscal and/or data collection procedures of external funding sources, organizations and/or agencies as required; may be assigned to participate in citywide professional development Out-of-School Time workgroups.
Aquatics assignment:
Plans, coordinates and evaluates a comprehensive aquatics program on a citywide basis; directs the operations of departmental swimming pools and ice rink facilities; recommends recreation and maintenance supplies for such facilities; establishes seasonal schedules for facility operations; coordinates with departmental and School District personnel to schedule required facility maintenance; ensures facility compliance with regulations including but not limited to those mandated by the Pennsylvania Department of Agriculture, Philadelphia Department of Public Health, Pennsylvania Bather’s Code, Virginia Graeme Baker Act and Americans with Disabilities Act.
Implements an annual swim camp during the summer months; designs and structures camp program; coordinates lifeguard, first aid and CPR certification trainings; selects camp director; works with a community advisory council to develop instructional and competitive swimming curricula; organizes citywide competitive swimming and lifeguard events; maintains official records and statistics of events, participation and competitive results for aquatic programs; coordinates the participation of departmental aquatics programs in regional, state and national aquatic events.
Serves as liaison to community organizations, small businesses, corporations and other funding sources to obtain sponsorship of various programs and events; assists with an annual aquatics fundraising campaign; interacts with the representatives of community organizations to develop ice skating and hockey programming at departmental facilities.
Athletics assignment:
Plans, coordinates and evaluates a comprehensive athletics program on a citywide basis; directs citywide athletic leagues and programming provided by departmental recreation centers and/or community-based athletic associations; assists departmental recreation center directors and/or staff to develop athletic leagues, events and programs; coordinates the participation of departmental athletics programs in regional, state, and national athletic sporting events; meets with business representatives, community associations and other sponsors for events planning; obtains sponsorship for various programs and events by the private sector; discusses programs with representatives of local, state, and federal recreation agencies as required.
Serves as liaison to local professional sports organizations, nonprofit athletic organizations and other stakeholders to develop collaborative programs such as summer sports camps, training camps and developmental clinics held at departmental facilities; serves as liaison to philanthropic programs offering promotional materials, tickets and other resources to youth.
Determines training needs for officials, coaches and instructors in athletic program areas; develops and implements appropriate training clinics; may utilize departmental personnel, volunteer, and/or paid training leaders as facilitators; maintains official league records and statistics of events, participation and competitive results for athletic programs; administers league rules, mediates league disputes and initiates disciplinary actions.
Intellectual & Physical Disabilities assignment:
Plans, coordinates, and evaluates the operations of the Carousel House recreation facility for individuals with an intellectual or physical disability; directs a specialized year-round recreation facility with extended-hour operations and a citywide service area; approves work schedules and submits timesheets for Carousel House staff; coordinates AED and CPR certification trainings; selects seasonal bus drivers; participates in the ongoing procurement of recreation and maintenance supplies for facility use; coordinates with departmental personnel to schedule required facility and fleet maintenance; schedules vehicle use by other departmental units as required; ensures compliance with regulations including but not limited to those mandated by the Pennsylvania Department of Agriculture, Philadelphia Department of Public Health, Pennsylvania Bather’s Code, Virginia Graeme Baker Act and Americans with Disabilities Act.
Implements recreation activities, programs, and camps serving individuals with an intellectual or physical disability; plans programs that address a variety of recreation disciplines; schedules special events and pool operating hours; recruits community organizations, professional organizations and other stakeholders to implement collaborative programs hosted at the Carousel House; recruits community and corporate volunteers to support ongoing programs; raises community awareness about Carousel House services; serves as liaison to community organizations, small businesses, corporations, and other funding sources to obtain sponsorship of various programs and events; plans and organizes ongoing fundraising activities and/or events held at the facility.
Performing Arts assignment:
Plans, coordinates and evaluates a comprehensive performance arts and cultural enrichment program on a citywide basis; directs departmental performance arts programming provided at recreation centers and other venues; assists departmental recreation center directors and/or staff to develop performance arts programs; coordinates related citywide performance events, festivals and competitions; serves as liaison to local theatrical, drama, dance and other professional organizations to obtain funding and/or donations of event tickets, use of professional facilities, professional instructors and other resources.
Coordinates a neighborhood concert program on a citywide basis; solicits recommendations for concert programs and sites from district recreation personnel; requests names and sample tapes of prospective performers from the performers' union; selects programs of appropriate material for various sections of the City; schedules performers through agents; inspects facilities to ensure they are prepared to adequately present performances.
Directs the operation of a large-scale performing arts camp during the summer months; recruits and selects qualified raters to evaluate applicants in live auditions; selects a camp director and instructors; guides camp staff in developing curricula; plans and coordinates a final camp production; ensures compliance to related copyright laws and procedures.
Submits regular updates for the Performing Arts Office website; participates in an advisory capacity on local community boards as required; serves as lead citywide coordinator of bus trips for departmental summer camps and afterschool programs; schedules buses on a departmental basis in accordance with budget capacity and departmental need.
Visual Arts assignment:
Plans, coordinates and evaluates a comprehensive visual arts program on a citywide basis; directs departmental visual arts programming provided at recreation centers and other venues; assists departmental recreation center directors and/or staff to develop visual arts programs; serves as liaison to departmental personnel, City agencies and the representatives of major commercial venues to implement citywide art opportunities, contests and events; determines related themes and officiates art contests; participates in obtaining corporate and private funding for major citywide activities such as art camps, shows and exhibits.
Coordinates seasonal art camps sponsored by the Department of Parks & Recreation; determines themes and disciplines taught during camps; interviews and selects camp participants; establishes transportation schedule; recruits sponsors and judges for camps and camp events; advises personnel in visual arts projects, techniques and procedures; engages local postsecondary art schools to recruit seasonal staff and promote career opportunities in recreation.
Publicizes and promotes art programs and camps by designing layouts and preparing written texts for brochures, pamphlets and flyers; explains programs and departmental philosophy to interested participants and sponsors; integrates programs with community organizations that have similar recreation needs.
Outdoor Experiences Assignment:
Develops, implements and evaluates a comprehensive, citywide recreation program specializing in creating outdoor experiences including outdoor recreation, outdoor activities promoting healthy behaviors and exercise and incorporating environmental awareness or issues of sustainability into programming.
Establishes new outdoor experiences programming with an emphasis on programs connecting department facilities with adjacent watershed and/or neighborhood parks as well as supporting and expanding the existing citywide outdoor recreation and environmental education programs and events.
Works with programming staff to build community capacity in support of expanding opportunities for youth to participate in outdoor experiences including outdoor recreational, outdoor activities, and environmental awareness opportunities.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/12.)
EDUCATION:
Completion of a bachelor’s degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
Two years of recreation work experience.
AND
SPECIFIC EXPERIENCE:
Two years of work experience as a Recreation Leader 2 or above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Recreation Programming Coordinator.
