FREE LIBRARY OPERATIONS DIRECTOR
GENERAL DEFINITION
This is managerial level library work directing all activities for one of the two library services functional areas of the Free Library. Employees direct either all public services aspects of the library system, including the operation of the central library, all branch and regional libraries, and specialized libraries and collections; or all technical and administrative support services for the library system. Work includes responsibility for formulating division policies, developing appropriate division goals, directing the introduction of new library services, and eliminating outdated programs. Establishing cooperative working relationships with associates, civic groups, and the general public is of major significance to the work. These positions report to the Associate Director of the Free Library.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Each position in the class must head one of the two library services functional areas of the Free Library.
- Only two positions will be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through subordinate library administrators, either the work of the Central Library and its specialty subject matter departments, the branch and regional libraries, and the Library for the Blind and Physically Handicapped, or all programming and customer service activities for the library system, materials management, and staff training.
- Directs, through subordinate library administrators, library services, operations, procedures, programs, and policies, through review of reports and special analyses on a continual basis to ensure alignment with standard library procedures and practices and with library objectives and goals; revises existing operations and programs to meet library objectives and goals; oversees age-level coordinating offices, including programming, material selection, reference work, and community outreach; develops and implements system-wide methods and routines, if required by work assignment; reviews plans for new library buildings, including book stock, furnishings, and staff requirements; analyzes and evaluates library public services throughout the system.
- Establishes public service goals in consultation with other library managers; reviews annual operating and capital budget requests for public service staff, library materials, supplies, and equipment; directs preparation of division budget proposal.
- Reviews plans for the preparation of booklets, book talks, and other community projects with administrators responsible for age-level public services; formulates selection policies for adult, young adult, and children's materials; reconciles decisions affecting distribution and loan of controversial materials; analyzes book budget requests and determines policies governing the allocation of appropriation.
- Serves as a member of the Executive Staff; meets with civic, social and other interested groups to plan library policies, special programs and activities for the library; serves as the library's representative at meetings of various professional, technical and civic organizations; works with other library administrators to coordinate, develop and implement library policies, programs, and procedures.
- Directs the formulation and implementation of division policies, procedures, programs and goals; reviews divisional performances with subordinate supervisors to determine if goals have been achieved; directs evaluation of library staff structure, training and development of current staff, and recruiting of new staff.
- Works closely with Library Foundation staff to further the fundraising, grant administration and public relations initiatives of the Library.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- management principles and practices and their application in solving library operational problems.
- the principles, techniques and procedures of large public library operations and organizations.
- modern concepts of technical services, building planning, library design and physical arrangement, space utilization, and provision of service to users needed for effective work flow utilization and distribution of library materials.
- public and private funding available for library services and programs.
- methods and techniques for assessing public needs for library services and for evaluating library services and programs in relation to these needs.
- methods of preparation of budget requests and requests for grants.
- methods and practices for development, supervising and training of staff.
- effective methods of promotion of services and programs in the community to achieve library objectives.
- the principles, methods, and techniques used in the acquisition, cataloging, classification, and maintenance of library materials.
- computer networks, hardware and software used in library operations.
ABILITY TO:
- study and evaluate system-wide library administration and organizational structures in operations and to make recommendations for increased efficiency on library operations.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/05.)
EDUCATION
- Possession of a fifth year degree from an accredited school of library science.
AND
GENERAL EXPERIENCE
- Five years of librarian experience.
AND
SPECIFIC EXPERIENCE
- Three years of experience as an Administrative Librarian 2, or as a director or deputy director of a moderate-sized public library system.
OR
Any equivalent combination of education and specific experience determined to be acceptable by the Personnel Department which has included possession of the degree specified above as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
