REGIONAL LIBRARIAN
GENERAL DEFINITION
This is second supervisory level library work with responsibility for the management of a regional library in a major area of the city. Supervision of lower level library l and custodial personnel and evaluating programs for patrons are a significant aspect of this work. Employees in this class are responsible for the management of staff, daily operations, and maintenance of facilities of a regional library, and interprets and promotes the services of the regional library to the public. Work is performed under the direction of an administrative librarian.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Formulates goals and objectives for the regional library; plans special programs; meets with department heads to determine and provide effective functioning and to explore and resolve problems; prepares annual and other reports.
- Determines and makes work assignments to lower-library employees; prepares work schedules to provide regional departmental coverage; assigns and reviews directly the work of department heads; delegates library material selection and authorizes budget allocations; assigns personnel and provides for on-the-job training and other staff development programs; interprets policy and implements directives from administrators.
- Speaks with school and community groups promoting library services and facilities offered by the regional library and the library system; represents the regional library in community activities; initiates and plans special programs for the regional library; reviews programs suggested or requested by community groups; determines feasibility of and initiates implementation of programs; evaluates proposed library programs and facilitators
- Explains library procedures to patrons.
- Cooperates and communicates with the area administrator to resolve specific regional library problems.
- Supervises the preparation of exhibits and displays; prepares news releases to community newspapers in regional area.
- Checks building and facilities for needed repairs and maintenance and prepares work orders.
- Performs related work as required.

- the effective methods of disseminating information concerning public library objectives to the community
- supervisory methods and practices
- management principles and practices and their application in solving library operational problems
- planning, management, and evaluation of library public service programs
- public speaking techniques as they apply to the promotion of library services to the public
SKILL IN:
- reference interviewing techniques and literature searching
ABILITY TO:
- present ideas effectively, both orally and in writing
- establish and maintain effective working relationships with associates, library patrons and community representatives
- evaluate library services and community outreach programs
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/74.)
EDUCATION
- Possession of a fifth-year degree from an accredited school of library science.
AND
GENERAL EXPERIENCE
- Four years of librarian experience, three years of which shall have been in a public service of a large library system; one year of which shall have been managing a branch library; or assisting in the management of a major reference collection or service, managing a reference collection providing regional services, or a reference collection which is a substantial and semi-autonomous subsidiary of a major city-wide reference collection; or providing coordinator services for a regional area, a specific city-wide function or as an assistant to a coordinator providing such services on a city-wide basis.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department which shall have included possession of the degree identified above as an educational minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
