GENERAL DEFINITION

 

          This is library patron service and support work at the advanced level assisting the public with the circulation and borrowing process, reference questions for library materials, and assisting in library material receipt and preparation.  Employees in this class perform complex clerical assignments in the areas of library material processing or library automated systems, including the use of keyboard or other data entry devices to access and input stored information via computer terminals.  Employees may provide assistance to and orient library patrons in the access of public computers, laptops, tablets, e-readers and other technological resources that support and deliver library services, programs and materials. Work includes performing a variety of duties in connection with the shelving arrangement, repair, sorting, dispatching and filing of library materials and clerical work associated with cataloging or acquisition functions. 

          Employees in this class serve as lead workers over lower level library assistants assigning, reviewing, or revising their work.  This class is differentiated from the Library Assistant I class by the complexity of work assigned, limited degree of guidance required, and/or lead worker responsibilities. Work is performed under the supervision of an administrative or technical superior.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

BOTH SPECIALTIES

 

          Welcomes and directs patrons entering the library to book locations and gathers desired materials; instructs patrons in the use of less complex reference tools; answers non-complex reference questions asked by patrons either over the telephone or in the library by use of standard reference materials. 

          Checks in and shelves or files library materials; prepares books for the bindery and does simple mending; keeps records and uses computer terminals for data entry and retrieval. 

          Maintains records of work performed. 

          Prepares statistical reports as needed. 

          Performs paper and computer file searches for bibliographic identification and for patron records; inputs and edits computer file agency records, makes corrections, additions, and deletions in on-line systems. 

          Assists library patrons in accessing library services on computers and personal mobile devices.

          Selects library materials for the blind and other handicapped patrons; maintains distribution and circulation records of blind and other handicapped patrons. 

          Locates books, periodicals and other unbound materials and delivers them by lift; shifts various parts of the collection according to predetermined arrangements, shifts various parts of the collection within the stacks; checks shelves periodically for proper order of material.

          Ensures the shifting of library book or periodicals in the stack to complete necessary reorganization of materials; may supervise the staffing of a call desk used to relay request for book stack materials and dispenses books and periodicals received.

          Positions allocated to a regional library may serve as lead workers; charges and discharges library materials; calculates, collects, and records fines for overdue library materials; prepares bank deposits and reports; registers new patrons; gives information regarding the location of material; demonstrates the use of catalogs and guides; assists librarians with community programs.

          Positions allocated to the central lending library may assign, review, and direct the work of lower level library assistants in a variety of materials processing and circulation desk routines; trains lower level library personnel and volunteers in library clerical routines and accessing and using electronically stored information via computer terminals. 

          Positions allocated to a central lending library; may direct the sorting and shelving of books by lower level assistants; participates in and directs the sorting of library materials and unloading of book totes, trays and trucks; may supervise the preparation of library materials for public use; including plating, pocketing and jacketing. 

          Performs related work as required.

 

BILINGUAL SPECIALTY

 

          Performs the duties shown above with members of a foreign language speaking community.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         library rules, procedures and practices.

•         the location and organization of the book stack division.

•         English usage, punctuation, spelling, grammar and vocabulary.

•         the operation and care of a typewriter or keyboard data entry device.

·             the use of computers, tablets, and e-readers in accessing library services and   resources

 

ABILITY TO:

 

•         enter and retrieve data on computer terminals.

•         make simple arithmetic calculations.

•         supervise, assign and review the work of a small group of employees and to interpret the rules, regulations and policies of the library to lower level staff and to the public.

•         identify bibliographic records that match books or other forms of library material by searching the on-line catalog.

•         enter a skeleton bibliographic record for unclassified library material.

·               resolve common and routine errors in accessing library resources on   computers, tablets, and e-readers.

•         establish and maintain effective working relationship with other library personnel and with the public.

•         perform light manual task involving lifting and carrying books.

•         perform duties with manual dexterity and eye-hand coordination.

•         speak, read, and write in a specified foreign language and the English language fluently and clearly.

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/22.)

 

EDUCATION

 

          Equivalent to the completion of the twelfth school grade.

 

AND

SPECIFIC EXPERIENCE

 

          Two years of experience providing reader services for library patrons and performing book processing procedures, such as searching, accessing and on-line data entry or performing a variety of duties in connection with the shelving, arrangement, repair, sorting, dispatching and filing of library materials.

          Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

ADDITIONAL REQUIREMENT FOR THE BILINGUAL SPECIALTY

 

          Sufficient training and/or experience to be able to understand and speak fluently and clearly in a designated foreign language. 

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Common­wealth of Pennsylvania prior to appointment and during tenure of employment as a Library Assistant 2, if required by work assignment.
