OVERHEAD ELECTRICAL LINE WORKER
GENERAL DEFINITION
This is journeyman level work in the installation, maintenance, and repair of overhead cable used in the city's communication or traffic signal system, and in the repair of the city's street lighting system. Work may also involve the installation, maintenance, repair, and operation of electrical, lighting, or sound system hook ups for special events or emergency situations.
Work is performed under the general supervision of a trades foreman or supervisor. Assignments are stable in nature and are performed in accordance with standard trade practices and general work instructions. Employees have controlling responsibility for the installation and maintenance work performed. Work involves conditions which can be only partially controlled. Moderate physical effort is required in climbing poles, pulling slack from cable, and removing street light mast arms.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Removes junction and terminal boxes, steps, and other appurtenances; installs terminal and junction boxes; half-taps multiple conductor communication cable in junction boxes; pulls slack from cable using a snatch block; installs police and fire boxes on poles and taps them into circuit.
- Troubleshoots fire signal system circuits by following schematic drawings and having a test-panel operator tap signal to various fire boxes on a given circuit; locates trouble in overhead communication cable using test instruments such as a voltmeter and milliammeter; retaps wires in junction boxes and replaces cracked insulators to clear lines; installs terminal and fuse strips.
- Erects, hook ups, operates, and maintains lighting, electrical, and sound systems for temporary situations; operates generators incidental to the completion of assigned tasks.
- Strips poles of mast arms, luminaire, and all connecting wires; bolts new bracket and luminaire to poles, taps street light wires to the electric company's secondary power lines; troubleshoots faulty street lights using the appropriate instruments; replaces defective street light wires, lighthead fixtures, and ballasts; replaces alley light fixtures and aluminum light poles with new units.
- Assists and participates in the removal of damaged street light poles and sets new pole; performs such duties together with unskilled and semi-skilled workers.
- Assists and participates in the removal of traffic signal standards and sets new standards, together with skilled traffic signal repairmen and semi-skilled workers; taps traffic signal lights into the electric company's secondary power line; taps traffic signal head into traffic signal standard.
- May repair or replace underground cable incidental to the repair of the city's street lighting system.
- May remove branches and leaves obstructing the maintenance of luminaires and overhead cables.
- Climbs poles; installs steps, chairs, and other appurtenances to poles.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, practices, tools, and equipment of the lineman trade.
- the principles and theories of electricity.
- the occupational hazards and safety precautions of the lineman trade.
SKIL IN:
- the care and use of tools and testing devices of the lineman trade.
ABILITY TO:
- install, maintain, and repair overhead wire, and repair and replace underground cable.
- locate and determine causes of malfunctioning in overhead wire systems.
- work at considerable heights on electric and/or communication equipment.
- interpret and work from technical diagrams.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/74.)
- Education equivalent to completion of the eighth school grade.
- Four years of experience learning the lineman's trade as a helper or apprentice.
Or any equivalent combination of acceptable education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Overhead Electrical Line Worker.
