ELECTRONIC VOTING MACHINE TECHNICIAN
This is full performance electronic voting machine preparation, maintenance and repair work. An employee in this class prepares and tests all election materials and the electronic voting machines for all but not limited to primary and general elections, and performs periodic maintenance and repair of the voting machines. Work includes printing electronic voting machine ballots, performing service set-up of the machines for each election, and troubleshooting and replacing malfunctioning voting machine parts. An employee in this class ensures the distribution of electronic voting machines to designated polling places and explains and/or demonstrates voting process to Election Day officials and the general public. Work is performed under the supervision of a technical superior and involves physical effort.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• Position must prepare election materials and the electronic voting machines for all elections, and perform periodic maintenance and repair of the voting machines.
· Position must print electronic voting machine ballots, perform service set-up of the machines for each election, and troubleshoot and replace malfunctioning voting machine parts.
· Position must ensure the distribution of electronic voting machines to designated polling places, and explain and/or demonstrate voting process to Election Day officials and the general public.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Prepares election materials such as judges and election record invoices, party labels, and cartridge bags and seals; prints electronic voting machine ballots and memory cartridges in accordance with assigned Ward and Division, using windows NT based application; proofreads, sorts and distributes electronic voting machine ballots and memory cartridges.
Performs service set-up of the machines for each election; installs thermal printer paper , ballot and memory cartridge in accordance with service codes; performs test elections , verifying and certifying materials installed and test records; seals and records voting machine seal number.
Performs periodic maintenance and repair of the voting machines; troubleshoots voting machine problems such as but not limited to electronic board failure, printer jam and low battery voltage, using OHM meter; tests all functions of the operating board, batteries, wiring harnesses, memory and ID chips; replaces damaged or malfunctioning parts such as but not limited to electronic boards, wheels, shocks, base latches, actuator assemblies, doors, curtain rods, switches, fuses and light bulbs using various hand tools; solders port level components as necessary.
Ensures the distribution of electronic voting machines to designated polling places; directs temporary workers engaged in shipping and receiving of the electronic voting machines.
Explains and/or demonstrates voting process to Election Day officials and the general public; troubleshoots and corrects any voting machine problem at election sites.
Performs test election procedures after elections are completed.
Directs and assigns work to Trades Helpers engaged in the maintenance and repair of the electronic voting machines.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the election and electronic voting machine materials, tools and equipment.
· the electronic voting machine service set-up and maintenance procedures.
• the electronic voting machine test election procedures.
· the methods, practices and procedures used in repairing and maintaining electronic/mechanical voting machines.
• the hazards and safety precautions involved in shipping, repairing and maintaining electronic/mechanical voting machines.
· the software used in preparing and printing voting machine ballots and memory cartridges.
ABILITY TO:
• print election and electronic voting machine materials, ballots and memory cartridges in accordance with assigned Ward and Division, using a windows based application software.
· prepare voting machine memory cartridges.
· perform electronic voting machine service set-up.
· perform periodic maintenance and repair of the electronic voting machines.
· perform voting machine test election procedures, using OHMmeters.
· troubleshoot and replace electronic voting machine problems, using various hand tools and equipment.
· test telephone lines for transmissions to central control setup, backup power supply cart reader and fax.
· ensure the distribution of electronic voting machines to designated polling places.
· explain and/or demonstrate voting process to Election Day officials and the general public.
• understand and follow oral and written instructions, and maintain effective working relationships with associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved 8/04.)
EDUCATION:
Education equivalent to completion of the twelfth school grade.
AND
One year of electronic or mechanical work experience.
AND
SPECIFIC EXPERIENCE:
Six months experience, preparing electronic voting machines for elections and performing periodic maintenance and repair of the voting machines.
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Electronic Voting Machine Technician.
Possession of training certificate in the care, maintenance and repair of electronic voting machines and equipment prior to appointment as an Electronic Voting Machine Technician if required by work assignment.
