GENERAL DEFINITION
This is skilled painting work at the advanced level in City buildings and facilities. An employee in this class performs the most advanced painting assignments and may provide guidance to lower-level painters engaged in preparing surfaces and painting buildings, fixtures and equipment. Work is performed under the supervision of a trades or maintenance supervisor, and involves some physical effort and conditions that can only be partially controlled.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Position must perform advanced level painting jobs.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Reviews work of lower-level painters in progress and upon completion for conformance to trade practices; provides instructions on techniques and methods of painting; estimates time, materials and labor costs on small jobs.
- Prepares buildings, fixtures and equipment such as, but not limited, to walls, airport runways, furniture, doors, windows, ceilings, transformers and switch gears for painting; removes old paints and rusting, using appropriate tools and equipment such as burners, sandpaper, electric sanders, liquid paint removers, scraper and sandblasters; repairs small holes and cracks using putty, caulking, sparkle and plaster; applies tape to seams of dry wall; matches and mixes paints and stains as necessary.
- Paints buildings, fixtures and equipment; applies appropriate coatings or stains to the interior, exterior and/or edges, using tools and equipment such as brushes, rollers, spray guns, ladders and scaffolding; may, for painting purposes, operate a stenstor or a bucket truck; sets up ladders, scaffolding or any other positioning device; may use a two-way radio; may be engaged in confined space painting; may paint using epoxy and recording volatile organic content; may paint free-hand and stenciled signs.
- Cleans brushes, rollers and spray guns and makes minor repairs to equipment.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the tools, materials and equipment, and methods used in the painting trade.
- the hazards and safety precautions of the trade.
- EPA rules and regulations related to the use, storage and disposal of paint products and materials.
SKILL IN:
- the use and care of tools, materials and equipment such as, but not limited, to paints, brushes, rollers, spray guns, ladders and scaffolding.
- matching and mixing paints and stains.
ABILITY TO:
- provide guidance to lower-level painters.
- prepare and paint buildings, fixtures and equipment, using appropriate tools, materials and equipment.
- learn to estimate time, costs, labor and materials.
- understand and follow oral and written instructions, and maintain effective working relationships with associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 05/04.)
EDUCATION
- Education equivalent to completion of the eighth school grade.
AND
GENERAL EXPERIENCE
- Two years of full-time painting experience.
AND
SPECIFIC EXPERIENCE
- One year of experience at the Painter 1 level.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the Specific Experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Painter 2 if required by work assignment.
