PAINTER 1

This is skilled painting work at the full performance level in City buildings and facilities. An employee in this class paints City buildings, fixtures and equipment, using various tools, materials and equipment. Work includes preparing buildings, fixtures and equipment for painting. Work is performed under the supervision of a trades or a maintenance supervisor, and involves some physical exertion and conditions which can only be partially controlled.

• Prepares buildings, fixtures and equipment such as but not limited to walls, airport runways, furniture, doors, windows, ceilings, transformers and switch gears for painting; removes old paints and rusting, using appropriate tools and equipment such as burners, sandpaper, electric sanders, liquid paint removers, scraper and sandblaster; repairs small holes and cracks, using putty, caulking, spackle and plaster; applies tape to seams of dry wall; matches and mixes paints and stains as necessary.
• Paints buildings, fixtures and equipment; applies appropriate coatings or stains to the interior, exterior and/or edges, using tools and equipment such as but not limited to brushes, rollers, spray guns, ladders and scaffolding; may, for painting purposes, operate a stenstor or a bucket truck; sets up ladders, scaffolding or any other positioning device; may use a two-way radio; may be engaged in confined space painting; may paint using epoxy and recording volatile organic content (V.O.C); may paint free-hand and stenciled signs.
• Cleans brushes, rollers and spray guns and makes minor repairs to equipment.
• May assign routine manual tasks such as scraping paint, erecting scaffolding, and carrying materials to a small group of laborers.
• Performs related work as required.

KNOWLEDGE OF:

• the tools, materials and equipment, and methods used in the painting trade.
• the hazards and safety precautions of the trade.
• EPA rules and regulations related to the use, storage and disposal of paint products and materials.

SKILL IN:

• the use and care of tools, materials and equipment used in the painting trade such as, but not limited to, brushes, rollers, spray guns, ladders and scaffolding.
• matching and mixing paints and stains.

ABILITY TO:

• prepare and paint buildings, fixtures and equipment, using appropriate tools, materials and equipment.
• understand and follow oral and written instructions, and maintain effective working relationships with associates.

EDUCATION

• Education equivalent to completion of the eighth school grade.

GENERAL EXPERIENCE

• Two years of full-time experience in the painter trade as a helper or apprentice.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to and during tenure of appointment as a Painter 1 if required by work assignment.
