ASSISTANT FLEET MANAGER FOR OPERATIONS

This is administrative and managerial automotive maintenance work directing automotive maintenance and repair activities within an assigned section of the City's overall fleet management operation, composed of at least several fleet maintenance shops. An employee in this class establishes and implements plans and strategies regarding the direction, evaluation and training of a staff responsible for the care, maintenance and safety of motor vehicles in accordance with federal, state and city standards and regulations. Work involves monitoring and controlling repair facility activities, analyzing needs and problems and directing budget management, inventory control, risk management and related areas. Work is performed under the direction of the Deputy Fleet Manager for Operations.

ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)

• Positions must be located in the Office of Fleet Management.
• Positions must have responsibility for directing a large municipal fleet maintenance operation within an assigned section of the City's overall fleet management program, composed of several maintenance repair facilities.
• Positions must be responsible for managing activities through subordinate Fleet Maintenance Supervisors.
• Positions must report to a Deputy Fleet Manager for Operations.
• Only four positions may be allocated to this class.

• Directs, through subordinate supervisors, the operation of an assigned section of the City's fleet management program; directs several repair facility locations comprised of a variety of motor vehicle repair and maintenance including support functions; establishes and implements plans and strategies for achieving objectives and goals; evaluates work for quality, productivity and activities and develops and implements initiatives to improve and modify existing processes; analyzes needs and problems and determines appropriate solutions and courses of action; ensures staff compliance with federal, state and city standards and regulations regarding motor vehicle safety and operation.
• Projects future maintenance and repair resource requirements; assesses budgetary needs, recommends budget levels and controls the use of budgetary allotments; directs the control and maintenance of adequate inventory levels; makes recommendations on the purchase of vehicles, equipment, materials and supplies needed for work operations; monitors and controls expenditures to ensure they do not exceed budgetary allotments; coordinates procurement requirements with departmental administration officials, as well as vendor.
• Manages staffing and work scheduling to effectuate the most productive and cost-effective use of manpower; plans and establishes operational guidelines for scheduled and unscheduled vehicle maintenance and repair work; establishes procedures to monitor, evaluate and control job activities and responsibilities; prioritizes operational needs; confers with subordinate supervisors in coordinating various functions and effecting planned work; provides technical direction to subordinates in complex or difficult situations.
• Directs the development and implementation of safety standards and procedures to be followed by staff personnel; ensures the continued development and training of subordinate workers; periodically tours work sites to observe the progress of maintenance and repair activity; reviews work in progress and completed for conformance with established objectives, standards, safety and efficiency; observes overall effectiveness of existing processes and procedures to assess possible improvements.
• Manages a computerized data information system for recordkeeping, analyses and evaluation purposes; determines appropriate solutions to various operational and administrative problems in such areas as preventive maintenance, vehicle availability, vehicle life-cycle costing, risk management and other fleet related areas.
• Works towards resolution of labor relations issues; receives and reviews employees' grievances and confers with union officials to discuss corrective measures; attends disciplinary hearings and makes recommendations on final dispositions.
• Reviews contracted maintenance and repair work and newly purchased vehicles and equipment to ensure conformance to contract specifications and quality workmanship; meets with vendors to resolve problems; approves payments to vendors for services rendered.
• Keeps up-to-date on municipal fleet technology and incorporates new technology into maintenance operations; ensures subordinate personnel are trained on new fleet maintenance and repair techniques and procedures.
• Performs related work as required.

EDUCATION

• Equivalent to completion of the twelfth school grade.
AND


GENERAL EXPERIENCE

• Two years of experience performing the maintenance, repair, inspection or collision repair of automotive vehicles and related equipment.
AND


SPECIFIC EXPERIENCE

• Two years of experience supervising the maintenance, repair, inspection or collision repair of automotive vehicles and related equipment.
• Four years of fleet maintenance experience, at the second supervisory level, directing through subordinate team leaders, either a multi-shift or a complex single shift fleet repair facility, performing maintenance, repair, inspection or body work for a variety of vehicles and related equipment.

OR

Any equivalent combination of training and experience determined to be acceptable by the Personnel Department, which has included the specific experience described above.

NOTES

• Training in a post high school approved automotive trade school curriculum may be substituted for the general experience requirement on a year-for-year basis for up to four years.
• Possession of a bachelor's degree in Automotive Technology may be substituted for the general experience requirements.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as an Assistant Fleet Manager for Operations.
• Possession of a valid proper class official safety inspection and emissions control license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure as an Assistant Fleet Manager for Operations.
• Possession of a current master certification by the National Institute for Automotive Service Excellence (ASE) in the automobile, medium/heavy truck specialty, or collision repair/refinishing areas at the time of appointment and during tenure of appointment as an Assistant Fleet Manager for Operations.
