HEAVY DUTY VEHICLE MAINTENANCE TECHNICIAN

(Mechanical Repair)

 

GENERAL DEFINITION

 

          This is advanced level work in the maintenance and repair of a wide variety of medium and heavy duty and complex vehicles and related equipment.  This class is differentiated from the Automotive Maintenance Technician class by the maintenance and repair of medium and heavy duty vehicles with a gross vehicle weight in excess of 26,001 lbs., including multi-axle compactors, fire apparatus and equipment, which are operated by Equipment Operators 2 or higher equipment operator classes and include complex auxiliary and control systems.  Employees in the Body Repair specialty perform maintenance work on heavy duty vehicles’ body and frame.  Employees in the Mechanical Repair specialty perform maintenance work on heavy duty vehicles’ mechanical systems.  Work involves conditions which can only partially be controlled, substantial physical effort, possible exposure to adverse weather conditions, working in tiring positions and the frequent lifting of heavy material.  Instructing lower maintenance personnel in proper vehicle diagnosis, repair, maintenance and inspectional methods, techniques and procedures is a significant aspect of the work.  Work is performed under the general supervision of a technical superior. 

 

ALLOCATING FACTORS:   (The following conditions must be met for a position to be allocated to this class.)

 

1.     Positions in the Mechanical Repair specialty must perform advanced performance level maintenance and repair work on mechanical systems of medium and heavy duty and complex vehicles and related equipment.

2.    Positions in the Body Repair specialty must perform advanced performance level repair work to damaged bodies and frames of medium and heavy duty complex vehicles and related equipment.

3.    Positions must be located in the Department of Fleet Services.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL SPECIALTIES

 

          Performs advanced performance level automotive technician duties below independently in the assigned area of specialization.

          Performs related work as required.

BODY REPAIR SPECIALTY

 

          Repairs or replaces damaged vehicle frames; adjusts and repairs front and rear wheel and/or multi-wheel drive vehicles; installs, adjusts or repairs air-conditioning systems; performs routine welding and burning tasks in connection with regular vehicle maintenance work; cleans and maintains tools required to complete repairs.

          Repairs and/or replaces doors, panels, bumpers, fenders, hoods, including sheet metal, aluminum and fiberglass bodies and other related structures; removes parts from passenger vehicles, trucks and heavy equipment, using wrenches, cutting torch, plasma cutter and pneumatic tools; may determine actual damage and repair work necessary; brazes and welds parts using MIG welder, squeeze type inverted resistance welder, electric, gas and other welding equipment; panel‑beats parts into normal shape; applies fillers and sealers; featheredges, sands and smooths parts; paints vehicles; mixes paints to ensure proper color and viscosity; reattaches parts onto vehicle by welding, brazing, riveting, bolting, or gluing; fabricates panels and compartments for custom bodies.       

Aligns and/or replaces structural or mechanical parts damaged in accidents; repairs, aligns and/or replaces damaged frames utilizing frame straightening and repairing equipment as required; removes and replaces radiators, air conditioning condensers and lines, fans, fan clutches, fan belts, oil coolers, lights and wire harnesses, windshields, doors, door windows, door locks, upholstery, steering and suspension components, air bags, front/rear wheel and brake components and heating and cooling accessories;  removes and replaces hydraulic components on trucks;  insures that these structures are aligned or replaced according to manufacturers' specification; may diagnose electronic components (i.e. electronic A/C/heating & cooling, air bag systems, passenger restraint systems, wiring, etc.) reading and utilizing diagnostics scanner; re‑assembles parts disengaged prior to the repair.   

 

 

MECHANICAL REPAIR SPECIALTY

 

          Performs semi-annual and annual state safety inspections and emission inspections of vehicles; performs computerized emissions inspections; performs computerized diagnoses of heavy duty and complex vehicles and their related mechanical, electrical, hydraulic, pneumatic and computerized systems.

          Repairs all types of electrical and internal combustion fueled heavy duty and complex vehicles and equipment including trucks, trailers, fire apparatus, tractors, cranes, construction, agriculture, snow and ice control and emergency and marine equipment and their related mechanical, electrical, hydraulic, pneumatic and computerized systems; determines cause of malfunctioning; repairs, replaces and adjusts such parts as brakes, steering systems, pumps, and hydraulic rams and all other heavy duty vehicles parts; tunes engines and aligns wheels.

          Rebuilds engines, transmissions, differentials and carburetors and related components; tests rebuilt units for proper operation; analyzes and diagnoses malfunctions in electronic and computerized fuel injection systems. 

          Instructs lower-level maintenance personnel in proper vehicle maintenance and malfunction diagnostic techniques and related repair and inspection methods, techniques and procedures; guides lower level maintenance personnel in performance of vehicle and related equipment maintenance repair work.

          Test drives vehicles after repair or maintenance to assure proper operation; performs simple machine shop work relating to preparation and finishing of vehicle maintenance and repair; performs emergency road service; prepares maintenance and repair work orders.

         

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·       the methods, materials, tools and practices of the automotive maintenance trade in the area of specialization

·       the occupational hazards and safety precautions of the automotive maintenance trade

·       the principles of operation of internal combustion engines including diesel engines for the Mechanical Repair specialty only

·       Windows based computer systems and software designed to measure automotive upper and lower body for Body Repair specialty only

·       Metals and metal thickness of materials used by manufacturers for Body Repair Specialty only

·       basic methods of mixing paint, hardeners and reducers for Body Repair specialty only

 

 

SKILL IN:

 

ALL SPECIALTIES:

 

·       locating, adjusting and repairing defects in heavy duty and complex vehicles and related equipment

·       the use and care of tools employed in the automotive maintenance trade in the area of specialization

·       the operation of various types of automotive vehicles including heavy duty and complex vehicles

·       the use of electric, or gas or other welding and brazing equipment for the Body Repair specialty only

·         the use of frame straightening and aligning equipment for the Body Repair specialty only

 

 

ABILITY TO:

 

ALL SPECIALTIES:

·       use computer diagnostic equipment

·       diagnose automotive problems and to test repaired equipment

·       use and maintain tools and repair equipment

·       read and interpret simple schematics such as hydraulic, pneumatic, electrical, mechanical and computerized systems

·       understand and follow oral and written instructions

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 10/23.)

 

 

EDUCATION:

 

          Equivalent to completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience in the automotive mechanic trade.

 

AND

SPECIFIC EXPERIENCE:

 

ALL SPECIALTIES:

 

          One year of experience at the full performance level in the area of specialization

         

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

NOTE:      

 

·       Successful completion of a post high school approved automotive trade school curriculum for a minimum of six months up to a maximum of one year can be equated on a month by month basis for the general experience requirement.

·       Candidates have to have been performing automotive maintenance and repair work within five years prior to the date of the exam.

         

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

 

Possession of a valid Class A motor vehicle’s operator’s license as issued by the Commonwealth of Pennsylvania at the time of application and during tenure of employment as Heavy Duty Vehicle Maintenance Technician.

 

Possession of a valid Class 7 Vehicle Safety Inspection Certification mechanic’s license and a valid, proper class, official emissions control license as issued by the Commonwealth of Pennsylvania at the time of application and during tenure of employment as a Heavy Duty Vehicle Maintenance Technician for the Mechanical Repair specialty only.

 

Employees will be required to obtain any license or certification by federal, state or municipal mandate if required by work assignment.

 

NOTE:          Employees are required, at the time of appointment, to possess and maintain a full complement of tools necessary to perform the assigned tasks.

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
