GENERAL DEFINITION
This is skilled work supervising a police tow truck operation on an assigned shift. Employees engaged in this work schedule and dispatch operators and automotive equipment to remove illegally parked, abandoned or disabled vehicles from city streets. Work includes maintaining computerized records of vehicle information, and overseeing security of the vehicle storage compound, buildings and stored vehicles. Significant aspects of the work are the responsibility for training employees in proper equipment operation and towing techniques, and for supervision of tow truck operators on an assigned shift. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
• Positions must supervise a tow truck operation on an assigned shift.
• Only one position will be allocated to a platoon.
• Positions must be located in the Police Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE)
Receives written or verbal instruction; determines numbers of operators and equipment available for duty; assigns operators to tow vehicles under direction of police personnel, to erect barricades, to perform emergency towing, to haul bulky evidence or to perform dispatching duties; assigns operators to answer service calls to tow disabled police vehicles or stolen vehicles to police districts or garages.
Processes requests for removal of abandoned vehicles and dispatches operators to tow vehicles according to established schedules or priority requests; maintains computerized files and records for stored and released vehicles; releases impounded vehicles to owners checking proper identification; reassigns patrolling operators to emergency situations.
Patrols area of shift responsibility to observe operators in work, identify traffic problems and discover ticketed vehicles for potential removal; directs complex rigging and towing operations such as uprighting overturned tractor trailers; directs operators on location, at fire or barricade details, to pick up and deliver bulky evidence and to perform similar duties.
Receives calls to accident scenes and emergencies such as fires and street cave-ins to assess equipment and manpower needed to control traffic or otherwise correct the situation.
Provides security for and inspects impoundment lot, buildings, and stored vehicles; inspects tow trucks, and automotive and support equipment such as fork lifts to determine safety and maintenance needs; prepares vehicle repair requests; prepares reports indicating operators and equipment available, and amount and nature of work performed; reviews operators daily work logs and tow slips; assists in the completion of injury or accident reports; enforces regulations governing the conduct of drivers and the operation of the tow truck; initiates disciplinary action as necessary.
Trains operators in proper towing techniques and the use of new tow vehicles and other equipment such as forklifts.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
• police tow truck operations
• the traffic laws of the Commonwealth of Pennsylvania
• the occupational hazards and safety precautions of police tow truck operations
• the geography of the city
• city ordinances pertaining to towing operations
• the departmental directives and procedures governing police tow truck operations
SKILL IN:
• the operation of the tow truck or vehicle of equal complexity
ABILITY TO:
• plan, assign, and review the work of employees engaged in operating automotive equipment to remove abandoned, disabled, or illegally parked vehicles
• learn how to train employees in equipment operation, towing techniques and the use of new automotive vehicles and equipment
• maintain manual and computerized records and prepare computer generated and written reports
• understand and follow written and oral instructions
• operate a tow truck or vehicle of equal complexity safely and efficiently and under adverse climatic conditions
• handle situations firmly, courteously, tactfully, and with respect for the rights of others
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/99.)
EDUCATION:
Equivalent to completion of the tenth school grade.
AND
GENERAL EXPERIENCE:
Three years of experience operating trucks of at least one and one-half ton rated capacity.
AND
SPECIFIC EXPERIENCE:
Two years of operating a police tow truck to remove illegally parked, abandoned, or disabled vehicles.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license with appropriate endorsements in passenger, air brakes and/or hazardous materials if required by assignment as issued by the Commonwealth of Pennsylvania prior to the scheduled examination and during tenure of employment in the class.
