WATER DISTRIBUTION CREW CHIEF
GENERAL
DEFINITION
This is field water distribution repair and maintenance work at the crew chief level
directing the activities of one or more moderately sized field crews engaged in the repair and
maintenance of water distribution mains and equipment or in the provision of supporting
services. An employee in this class may be required to work evenings, weekends and holidays
as duties require. Work is performed under the supervision of a technical superior.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Receives lists from superior showing types and locations of work to be performed;
assigns work to repair and maintenance crews; rotates individual members among crews
supervised as required to complete work load; briefs crews on major assignments, such as the
installation or removal of a large valve; prepares rough sketches and obtains detailed plans
showing the work; drives a motor vehicle during tours of work sites.
- Orders materials required for work by filling in requisition forms and submitting them
to supervisor for approval.
- Inspects work vehicles to insure that all materials, equipment, tools, and safety devices
required for a particular job are carried out in the field; observes that vehicles are clean,
properly maintained and receive scheduled maintenance and safety inspections.
- Supervises the digging and backfilling of ditches; directs the regulation of water main
valves; notifies individuals in area to be affected of the time and reason for water shutdown;
inspects mains for leaks and pressure failure; supervises crew in the repair and/or installation
of water mains, valves, fire hydrants, chambers, and the opening and closing off of water lines
of delinquent consumer accounts; assists hydraulic engineers conducting water flow studies; uses
sounding devices to locate water pipe leaks.
- Maintains records of employees' daily attendance and work production.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools, and practices used in the installation, repair and
maintenance of water mains and equipment.
- the hazards and safety precautions involved in the work.
- the practices governing the operation of water distribution systems and their component
parts.
ABILITY TO:
- assign and supervise one or more moderately-sized crews engaged in the installation,
repair and maintenance of water mains and equipment.
- read and interpret plans, plates and blueprints appropriate to water distribution systems.
- draw rough plans needed to explain assignments.
- prepare and maintain time and activity reports.
- establish and maintain effective working relationships with associates and the general
public.
- learn supervisory methods and techniques.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 3/72.)
- Education equivalent to completion of the tenth school grade.
- Four years experience in the installation, repair or maintenance of water or gas
distribution mains and equipment, two years of which has been at the full performance
level.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions
required of a position in this class.
LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Water Distribution Crew Chief.
