GENERAL DEFINITION
This is supervisory work directing, through subordinate supervisors, field forces engaged in removing lead paint from homes or cleaning and sealing vacant buildings and abating other public nuisances in violation of housing, fire, and health codes. Work is performed in the Clean and Seal Program in the City's licensing and inspections agency, or in the Lead Abatement Program in the City's public health agency. Coordinating abatement work with City and other agencies and the public is of major significance to the work. Work is performed under the supervision of an administrative superior.
ALLOCATING FACTORS (The following conditions must be met for a position to be allocated to this class.)
· Positions in the Clean and Seal Program must supervise, through subordinate supervisors, field forces engaged in cleaning and sealing vacant buildings and abating other public nuisances.
· Positions in the Lead Abatement Program must supervise, through subordinate supervisors, field forces engaged in removing lead paint from homes and stabilizing chipping and peeling lead paint according to HUD guidelines.
· Positions must perform the work in the Department of Licenses and Inspections or the Health Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL ASSIGNMENTS
Reviews requests of nuisances to be abated; determines priority of cases based on the impact of the violation of the requestor; assigns routine cases to subordinate supervisor to inspect the property and determine the extent of work and materials required; estimates job time and composition of crew required; schedules and assigns work to subordinate supervisor based on priority and/or geographic location; reviews completed work orders and subordinate’s reports of inspection to determine quality and quantity of each crew's work; conducts on site work inspections.
Inspects properties in an emergency or unusual situation; determines the extent of work and materials required; prepares reports detailing conditions found; contacts City departments and other agencies to coordinate activities; obtains additional equipment, supplies or personnel required; directs crews in completing unusual abatement work.
Approves requisitions for material, tools and equipment.
Instructs subordinates in the use of first level maintenance of vehicles and abatement equipment; supervises personnel in making minor building and equipment repairs.
Supervises the maintenance of records pertaining to unit activities; prepares or assists subordinates in preparing reports of conditions encountered, employee injuries, vehicular accidents and other matters.
Interviews and orients new employees; investigates infractions of regulations by employees; recommends disciplinary action; attempts to resolve employee grievances.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· tools, equipment, materials and supplies used in performing abatement activities
· the techniques required for planning, assigning, scheduling and reviewing the work of field crews engaged in abatement activities
· the techniques required for estimating materials, supplies, tools, equipment and personnel needed to abate nuisances
· supervisory methods and techniques
· housing, fire and health code requirements as they relate to vacant buildings and abating public nuisances and removing lead paint from homes
· hazards and safety precautions involved in a large laboring operation
· city geography and street layout
· the first-level maintenance required for vehicles and other equipment
· HUD Property Preservation Guidelines for the Lead Abatement program assignment
ABILITY TO:
· plan, assign, schedule and review the work of field crews engaged in abating nuisances
· exercise judgment and discretion in enforcing pertinent departmental regulations, policies and procedures
· estimate materials, supplies, tools, equipment and personnel needed to abate nuisances
· maintain records and prepare reports pertinent to abatement activities
· establish and maintain effective working relationships with associates and the public
· understand and follow oral and written instructions
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/12.)
Education equivalent to completion of the twelfth school grade.
GENERAL EXPERIENCE:
Three years of experience in a general laboring operation.
Two years of experience supervising field workers engaged in cleaning and sealing vacant buildings and abating public nuisances as part of the City’s Clean and Seal program
OR
Two years of experience supervising field workers engaged in removing lead paint from homes, and stabilizing chipping and peeling lead paint for the City's Lead Abatement Program.
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the Specific Experience.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Possession of a valid proper class motor vehicle operator’s license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Abatement Services Supervisor.
Possession of a valid Commonwealth of Pennsylvania Lead Supervisor License and a Commonwealth of Pennsylvania Lead Risk Assessor License prior to appointment and during tenure of employment as an Abatement Services Supervisor for the Lead Abatement Program assignment in the Health Department.
