PRISON MAINTENANCE GROUP LEADER 2

GENERAL DEFINITION

 

            This is supervisory trades work directing the activities of a group of Prison Trades Worker 2s in the Philadelphia Prisons in the area of specialization.  An employee in this class supervises full performance trades workers engaged in maintaining, repairing and diagnosing complex and complicated equipment problems.  Work is distinguished from that of generic supervisory trades classes by the responsibility for supervising prison trades workers who are, in turn, responsible for the custody and instruction of a small group of inmates.  Work is performed under the supervision of a higher-level maintenance superior and requires occasional moderate physical effort.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

 

·                     the position must supervise the maintenance and repair activities of a staff of Prison Trades Workers 2 in a designated specialty area.

·                     the position must supervise the diagnosis of complex and complicated equipment problems in the area of specialization.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

All Specialties

 

            Receives requests for maintenance and repair work in the designated specialty; evaluates and determines the extent and type of maintenance and repair work necessary; estimates the time, personnel, materials and tools required for job completion; prioritizes work and issues assignments to subordinates in an efficient and coordinated manner; inspects subordinates work in progress and completed to ensure proper performance; points out problems and discrepancies in work and instructs on corrective measures; ensures work is performed under safe working conditions; trains and/or ensures the training of newly hired and inexperienced employees in trade practices and standards.

            Maintains adequate supply stock and prepares and issues purchase requisitions for needed equipment, materials and supplies; prepares supply and equipment specifications; obtains prices from vendors who can supply needed parts; monitors requirements contracts with vendors supplying materials; ensures vendors adhere to contract requirements and that expenditures for materials do not exceed budgetary allotments; receives and distributes materials needed to complete projects.

            Supervises the work of subordinate trades workers responsible for overseeing the work activities of inmate laborers and instructing them in elements of the trade; ensures discipline is maintained over prison inmates; ensures inmates are searched for contraband.

            Performs related work as required.

 

Automotive Specialty

 

            Plans, assigns and reviews the work of automotive maintenance personnel engaged in the maintenance and repair of a wide variety of vehicles and related equipment including trucks, automobiles, and ancillary equipment and their related mechanical, electrical, hydraulic, pneumatic and computerized systems.

 

Electrical Specialty

 

            Plans and assigns work for a group of full performance level electricians and helpers engaged in the alteration, installation, maintenance, or repair of electrical systems and equipment; gives technical advice or instruction necessary to expedite work; receives reports of work performed, problems encountered, and supplies expended; makes work assignments to full performance electronic repair workers or technicians in the maintenance or repair of electronic equipment and systems.

            Reviews plans for contracted alterations to determine compatibility with existing systems; makes recommendations concerning electrical matters during contractors' meetings.

            Establishes and enforces preventive maintenance schedules for electrical equipment.

 

HVAC Specialty

 

            Plans, assigns and reviews the servicing of air conditioning, ventilation, heating and/or refrigeration systems and related equipment and components; supervises the operation of HVAC and/or refrigeration equipment as required.

 

Building Maintenance Specialty

 

            Plans, assigns and supervises the activities of a group of trades workers in various building trades categories and/or those utilizing several building trades skills in the performance of their work.

 

Plumbing & Heating Specialty

 

            Reviews request for plumbing and heating service; determines job priority, number of trades workers and/or helpers required and makes work assignments; inspects large maintenance and repair jobs in progress and gives advice or instructions in difficult situations; explains to subordinates methods or procedures for maintaining or repairing new or different types of plumbing or steam heating equipment; reviews and approves completed services ordered. 

 

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·                     the methods, materials, tools and standard practices of the designated trade specialty.

·                     the use and care of tools employed in the designated trade specialty.

·                     the occupational hazards and safety precautions of the designated trade specialty.

·                     the principles of operation of, and repair of automotive equipment for the Automotive specialty

·                     the principles and theory of electricity for the Electrical specialty.

·                     the ordinances and regulations governing electrical installations for the Electrical

specialty.

·                     the principles of the distribution and control of air and water for the Plumbing & Heating specialty.

 

SKILL IN:

 

·                     diagnosing, locating, adjusting and repairing equipment malfunctions in the designated trade specialty.

·                     the care and use of tools, materials and equipment used in the designated specialty.

 

ABILITY TO:

 

·                     detect and repair defects in a wide variety of electrical systems and equipment including that using high voltages for the Electrical specialty.

·                     plan, assign and review the work of skilled trades workers.

·                     effectively express ideas, both orally and in writing.

·                     make estimates of labor, materials, costs and time and to keep related records.

·                     learn the utilization of computer programs to enter and extract data.

·                     interpret technical sketches and plans.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/15.)

 

EDUCATION

 

            Equivalent to completion of the twelfth school grade.

 

AND

 

GENERAL EXPERIENCE

 

            Four years of trades experience in the area of specialization as a helper or apprentice.

 

AND

 

SPECIFIC EXPERIENCE

 

            Two years of experience in the area of specialization at the full performance level.

            For the Electrical Specialty, one year of the total experience must be in the installation or repair of electrical systems utilizing switchgears and relays of between 440 volts and 13.2 KV.

            Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.

 

NOTE:            Training in a post high school approved trade school curriculum in the designated specialty area for a minimum of six months up to a maximum of one year can be equated on a month by month basis for the general experience requirement.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

All Specialties

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.

            Employees will be required to obtain any license or certification by federal, state or municipal mandate if required by work assignment.

 

Automotive Specialty

 

            Possession of a valid proper class, official safety inspection license and emissions control license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment.

 

HVAC Specialty

 

            Possession of a grade "A" Steamboiler, Stationary or Refrigeration Engineer license or a grade "B" Refrigeration Engineer License issued by the Philadelphia Department of Licenses and Inspections if required by work assignment.

 

Plumbing & Heating Specialty

 

            Possession of a Master Plumber's License as issued by the City of Philadelphia or proof of successful completion of the Master Plumber's examination prior to appointment and during tenure of employment as a Prison Maintenance Group Leader 2.
