TRAFFIC SIGN SUPERVISOR
GENERAL DEFINITION
This is second-level supervisory work directing the shop and field activities related to a city-wide program for the fabrication, installation and maintenance of traffic signs and relamping of traffic signals. The employee in this class is also responsible for supervising office activities and coordinating the general maintenance and security of the building that houses the traffic signal and sign shop. Work is performed under the general supervision of an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Supervises, through subordinate supervisors the work of a number of crews of unskilled and semiskilled laborers erecting and installing traffic signs; supervises through a subordinate supervisor, the work of a stores operation engaged in the ordering, stocking and dispensing of materials used in traffic sign and signal operations; assigns and reviews the work of crews engaged in a city-wide relamping program which includes the replacement of traffic bulbs and lenses and cleaning of signals on a regular schedule; oversees and reviews the work of assigned tradespersons and semiskilled workers performing building maintenance duties and salvaging of metal parts.
- Directs, through a subordinate supervisor, the activities of a shop responsible for the painting and fabrication of traffic signs; assigns priorities; reviews work upon completion; approves requisitions for supplies and equipment.
- Directs a clerical staff in preparing reports, payroll records and correspondence regarding work activities of the various units.
- Schedules the inspection and maintenance of a fleet of vehicles used by the entire traffic operations section; reviews specifications for purchase of new equipment to ensure that it meets operational needs.
- Plans and directs the orientation and training of new employees.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices involved in directing the installation, fabrication, maintenance and repair of traffic signs.
- the occupational hazards and the safety precautions required in the work.
- supervisory methods and techniques.
- City geography including street locations.
ABILITY TO:
- plan, assign and review the work of a large group of shop and field employees engaged in fabricating, installing, and repairing traffic signs and relamping traffic signals.
- learn the methods and practices of ordering, stocking, and issuing supplies and equipment.
- direct a small crew of stores employees engaged in ordering and stocking supplies and equipment.
- analyze facts and to render sound judgment based on findings.
- determine security needs and develop security work schedules.
- establish and maintain effective working relationships with manufacturers' representatives, departmental officials and associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/1987.)
- Education equivalent to the completion of the twelfth school grade.
- Five years of experience in the fabrication, installation and/or repair of traffic signs, one year of which shall have been at the crew chief level directing several sign crews or supervising the sign painting and fabrication operations.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Traffic Sign Supervisor.
