UPHOLSTERER GROUP LEADER
GENERAL DEFINITION
This is skilled upholstery work supervising a small unit of workers engaged in the refurbishing of upholstered items and antique or historical furniture, and repair, maintenance and fabrication of various materials. The employee in this class reviews requests to refurbish upholstered items, antique or historical furniture and for the repair, maintenance and fabrication of various materials, and assigns and supervises the work of subordinate upholsterer staff. Work includes participating in the refurbishing of upholstered items and antique or historical furniture, and fabrication of various materials. Work is performed under the direction of a maintenance superior and involves physical exertion and some disagreeable environmental conditions.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- the position must supervise a unit of upholstery workers engaged in the refurbishing of upholstered items and antique and historical furniture, and repair, maintenance and fabrication of various cloth materials.
- the position must review requests for upholstery services, inspect and estimate job requirements, and assigns and supervise the work of subordinate staff.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Reviews requests to refurbish chairs and sofas, and for the installation and replacement of floor carpets, window blinds, shades and drapes, and repair, maintenance and fabrication of flags, platform decorations, messenger and tool bags, and special Police and Fire clothing and protective covers; tours work sites to inspect, measure and determine work methods and techniques, and tools and materials needed to complete work; participates in work completion; contacts requesting departmental units to discuss condition of work and date to initiate work; contacts Carpentry Shop of the department for fabrication of furniture frames.
- Assigns and supervises the work of subordinate staff in the removal, installation and gluing of furniture frames and rugs, and the repair, cleaning and fabrication of various cloth materials; estimates time for work to be completed; reviews work in progress; points out problems and discrepancies in work; instructs subordinates on corrective measures; inspects work after completion for conformance to standards.
- Participates in the refurbishing of upholstered items fabrication of various cloth materials; stains, installs and glues fabricated wooden and metal frames and furniture springs; measures and cuts cloth materials for fabrication; treats furniture to remove mildew and fungus; may sew, install and glue fabricated furniture, upholstery and other cloth materials.
- Participates in the refurbishing of small non cloth appurtenances used in the restoration of various municipal buildings, including facilities used by other government agencies such as the First Judicial District.
- Directs the preparation and decoration of platforms and stages used in ceremonial functions, observing the proper protocol and etiquette for the placing and displaying of American, international, state and local flags, buntings and banners.
- Advises city agencies, public officials and other organizations on the proper protocol and etiquette for the placing and displaying of American, International, state and local flags, bunting and banners.
- Approves leave requests, and prepares attendance and performance reports for subordinates.
- Prepares a variety of production and unit activity reports; maintains log of work received and performed by subordinate staff; prepares costs of refurbished upholstered items; prepares requisitions for supplies; contacts vendors for delivery.
- Works with the Historical Commission, City Historians and consultants to find, identify and restore historical or antique furniture in municipal buildings; refers to the Philadelphia City Hall Fine Arts Survey.
- May advise and recommend quantity and quality of upholstery materials to be purchased or used in refurbishing.
- Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the methods, materials, tools and practices of the upholstery trade.
- the occupational hazards and safety precautions of the upholstery trade.
- the operation of standard and heavy-duty sewing machines used in the making of window drapes, platform decorations, flags and bunting.
- the proper protocol and etiquette for the placing and displaying of American, International, state and local flags, buntings and banners used in special events, unveilings and ribbon cuttings.
- the methods and materials used for the restoration and preservation of historical and antique furniture.
SKILL IN:
- the care and use of tools, materials, and equipment of the upholstery and furniture restoration trades.
ABILITY TO:
- use the Philadelphia City Hall Fine Arts Survey.
- review requests for refurbishing of upholstered items, and repair, maintenance and fabrication of various cloth materials.
- supervise the work of subordinate staff.
- install or flue fabricated wooden frames and furniture springs.
- measure, cut and sew various cloth materials.
- maintain records and prepare a variety of unit activity reports.
- understand and follow oral and written instructions.
- Maintain effective working relationships with associates and city officials.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 1/04.)
EDUCATION
- Equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- One year of experience performing upholstery work.
AND
SPECIFIC EXPERIENCE
- Two years of full performance level upholstery work repairing, maintaining and fabricating a variety of upholstered items, one year of which has been spent identifying, restoring and preserving antique and historical furniture.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's licenses as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as an Upholsterer Group Leader if required by work assignment.
