GROUNDS MAINTENANCE SUPERINTENDENT
GENERAL DEFINITION
This is parks and recreation or water landscape and grounds maintenance work at the administrative level, grounds maintenance work planning, directing and coordinating on a city-wide basis all grounds maintenance and improvements of district-wide lands. The employee in this class directs, through subordinate supervisors, the implementation of landscape designs and the overall maintenance of grounds. Monitoring the completion of projects and assuring that work schedules are established and carried out are important aspects of the work. Work is performed under the direction of Recreation Maintenance Director in the Parks and Recreation Department or administrative superior in the Water Department.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
1. One position must be located in the Operations Division of the Department of Parks and Recreation, and one position must be located within the Green Stormwater Operations Unit of the Operations Division of the Water Department
2. This position must plan, direct and coordinate the landscape and grounds maintenance and improvements of Parks and Recreation program or for the Water Department grounds and fields.
3. Positions must be located in Department of Parks and Recreation or the Water Department.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
All Assignments
Manages and directs, through supervisory personnel, the activities of a citywide staff of grounds maintenance and gardening employees; plans and establishes work schedules and personnel assignments to ensure that work is completed; tours grounds and facilities throughout the City to ensure that work has been done and to determine other areas where work is to be done.
Receives and reviews non-routine work requests; determines their priority, staffing and equipment needs; makes certain that staff and equipment are available; informs subordinate supervisors of assignments.
Directs and participates in the maintenance of records concerning staff, facilities, equipment, work orders, materials, and supplies; schedules equipment maintenance and repairs.
Confers with subordinate supervisors at field locations to observe conditions and discuss problems in work areas; determines corrective action to be taken; requests additional resources as required; prepares progress and special reports; maintains records of work performed.
Submits recommendations for the purchase of equipment, materials, and supplies; prepares annual budget requests for City-wide maintenance and custodial programs.
Interviews and selects new employees; provides orientation; recommends disciplinary action as needed.
Performs related work as required.
Green Stormwater Infrastructure Assignment
Directs with superiors to determine the annual scope of work for staff; distributes assignments to subordinate supervisors; monitors the quality work performed; develops and revises standard procedures and protocols to ensure compliance with departmental standards;ensures quality controls are in place and modified based on changes to the system; assumes operation and maintenance responsibilities for facilities and manages equipment, material, and vehicle inventories; manages service contracts associated with facility operation and grounds maintenance.
Prepares annual reports of grounds maintenance productivity, expenditures and performance and anticipate needs; develops and revises training materials and implements training schedules. Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
•the methods, materials, tools and practices used in the maintenance of fields and grounds.
•the characteristics and most efficient use of a wide variety of mechanical equipment used in grounds maintenance and related work.
•the principles and practices of turf and grounds maintenance.
•methods, materials, tools and equipment used in the area of assignment.
•the occupational hazards and safety precautions required in grounds maintenance.
•the principles and practices of landscaping.
•supervisory methods and techniques.
•the methods used to convey stormwater utilizing green and gray techniques to reduce pollutants to receiving waters for the Green Stormwater Infrastructure assignment.
•data entry techniques for monitoring assets in the Green Stormwater Infrastructure assignment.
ABILITY TO:
•plan work schedules in order to achieve maximum use and efficiency of personnel, equipment and materials.
•prepare and maintain records and reports pertaining to daily operations.
•plan, assign and supervise through subordinate supervisors, the work of a large number of workers engaged in the maintenance of recreational grounds and fields if required by assignment.
•estimate the personnel, materials and equipment needed for the work.
•understand and follow oral and written instructions.
•establish and maintain effective working relationships with departmental officials and associates.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 7/24.)
EDUCATION
Education equivalent to the completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
Three years of experience in the cleaning and care of grounds or fields.
AND
SPECIFIC EXPERIENCE
Two years of second level supervisory work as a Grounds Maintenance Supervisor directing, planning and coordinating , the caretaking grounds maintenance activities in a parks and recreation district or green stormwater infrastructure program.
OR
Or any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Grounds Maintenance Superintendent.
