(Green Stormwater Infrastructure)

 

GENERAL DEFINITION

 

            This is grounds and facilities maintenance work at the full performance level. Employees in this class perform work in one of two specialty areas: Grounds and Facilities or Green Stormwater Infrastructure. Employees in the Grounds and Facilities specialty are responsible for maintaining and improving park areas, roads and related facilities.  Employees in the Green Stormwater Infrastructure specialty are responsible for the maintenance of green stormwater assets and facilities. This class differs from the entry level class in that employees regularly use mechanized tools and operate power equipment and may drive and operate single axle trucks.  Work includes training in the repair of park maintenance equipment such as mowers, leaf blowers and mulchers. Employees in this class are supervised by a Grounds Maintenance Worker Crew Chief.

 

ALLOCATING FACTORS    (The following conditions must be met for a position to be allocated to this class.)

 

1.    Positions must perform turf and grounds maintenance work maintaining and improving park areas, roads and related facilities or maintenance of green stormwater infrastructure and related facilities.

2.    Employees in the Grounds and Facilities specialty must perform work in the Department of Parks and Recreation.

3.    Employees in the Green Stormwater Infrastructure specialty must perform work in the Philadelphia Water Department or Department of Parks and Recreation.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Both Specialties

 

·         Applies compost and cultivates fields and gardens; applies pesticides.

·         Operates a variety of power equipment and tools such as mowers, hedge trimmers, leaf blowers, mulchers and non-riding snow blowers or other equipment as assigned.

·         May operate single-axle compactors carrying refuse; may drive and operate single-axle dump trucks hauling dirt, compost and other loose materials and/or carrying salt and attached plow for the purposes of removing snow and salting icy roads; operates riding power equipment such as tractor mower, and other equipment including commonly-towed attachments.

·         Lubricates and adjusts power tools and equipment according to preventive maintenance schedule; removes, sharpens, balances and replaces mower blades as necessary.

·         Digs and loads rocks, ballast, crushed stone and dirt onto trucks; unloads trucks; fills holes and compacts fill by tamping.

·         Performs turf and grounds maintenance work such as mowing, trimming, seeding and mulching.

·         Identifies desirable and undesirable plants and vegetation; trims and cuts grass and hedges; clears fields of brush and woods of undergrowth; removes vines from and prunes trees.

·         Shovels snow; operates non-riding snow blower or snowplow; sweeps walks and spreads salt; uses mechanized tools.

·         Picks up refuse, trash and litter from grounds and facilities; Moves or aids in moving heavy containers or equipment, and large or bulky objects.

·         Makes recommendations to improve maintenance practices

·         Performs related work as required.

 

Grounds and Facilities Specialty

 

·         Regrades ball fields and keeps play areas free of debris and dangerous obstructions.

·         Rolls tennis courts; marks play areas; fills holes in playgrounds.

·         Cleans playgrounds, recreation areas and adjacent buildings; walks next to moving trucks and lifts and dumps refuse containers.

 

Ground Stormwater Infrastructure Specialty

 

·         Ensures sufficient maintenance of Green Stormwater Infrastructure (GSI) to keep assets performing as designed;

·         Removes accumulated sediment and organic material (e.g., leaf litter) from curb lines, curb cuts, trench drains, velocity dissipaters and other GSI assets;

·         May address issues resulting from urban and environmental stresses; conducts dry and wet weather surface inspections; performs visual and qualitative assessments to identify GSI issues.

·         Performs general data entry and work order management to track and monitor GSI assets

·         Uses mechanical tools to install or repair GSI fixtures, accessories and related GSI facilities

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         the methods, materials, tools and equipment used in the care of grounds and facilities

·         the principles and practices of grounds and facilities maintenance

·         the common characteristics of plants and vegetation

·         the methods, materials, tools and equipment used to manage stormwater at Green Stormwater Infrastructure sites for the Green Stormwater Infrastructure specialty

 

SKILL IN:

 

·         the operation of power tools, hand tools, and equipment

·         data entry for monitoring assets in the Green Stormwater Infrastructure specialty

 

ABILITY TO:

 

·         distinguish common ornamental shrubs, trees and ornamental plants from varieties of weeds

·         read and follow instructions as shown in repair manuals

·         keep records of work

·         perform tasks requiring mechanical aptitude

·         perform a variety of manual tasks

·         understand and follow oral and written instructions

·         perform manual labor for an extended period, often under adverse climatic conditions

·         learn to operate automotive equipment

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/18.)

 

BOTH SPECIALTIES

 

EDUCATION:

 

            Education equivalent to completion of the eighth school grade.

 

AND

 

GROUNDS AND FACILITIES SPECIALTY

 

            Successful completion of forty (40) hours of course work in grounds maintenance from a high school or vocational training program.  

 

GREEN STORMWATER INFRASTRUCTURE SPECIALTY

 

Successful completion of:

 

·         Green Stormwater Infrastructure Maintenance Short course, or

·         forty (40) hours of course work in grounds maintenance from a high school or vocational training program, or

·         thirty (30) credits from an accredited college or university in nursery, grounds maintenance, arboriculture, landscape design, or a related field.

 

AND

EXPERIENCE:

 

GROUNDS AND FACILITIES SPECIALTY

 

            One year of entry level grounds maintenance experience caring for and maintaining park grounds or parks and recreation facilities, which has included responsibility for the maintenance of mechanical equipment or minor repair work.

 

GREEN STORMWATER INFRASTRUCTURE SPECIALTY

 

            One year of entry level grounds maintenance experience with responsibility for the maintenance of green stormwater assets including removal of accumulated sediment and performance of structural repairs, erosion control, and other corrective actions.

 

OR

 

            Any equivalent combination of experience or education that is determined to be acceptable by the Office of Human Resources which has included the experience.

 

NOTE: One additional year of the above experience in the area of specialization may substitute for the education requirement.

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

            Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Grounds and Facilities Maintenance Worker 2.
