GROUNDS AND FACILITIES MAINTENANCE WORKER 1

(Green Stormwater Infrastructure)
GENERAL DEFINITION
This is routine manual work for the Department of Parks and Recreation or the Philadelphia Water Department. Employees in this class perform work in one of two specialty areas: Grounds and Facilities or Green Stormwater Infrastructure. Employees in the Grounds and Facilities specialty are responsible for the maintenance and care of parks and recreation department facilities and grounds which includes maintaining facility cleanliness, performing grounds maintenance, performing minor repair work, and assisting skilled trades workers in the performance of minor work orders. Employees in the Green Stormwater Infrastructure specialty are responsible for the maintenance of green stormwater assets including removal of accumulated sediment and perform structural repairs, erosion control, and other corrective needs. Employees use manual and power tools and learn to maintain power tools and equipment. Work is performed under the supervision of a crew chief, district caretaker supervisor, engineer or scientist. Work involves strenuous physical effort and exposure to unfavorable conditions.

ALL SPECIALTIES
Performs turf and grounds maintenance, such as mowing, trimming, weeding and seeding operates power tools and equipment such as, mowers, hedge trimmers, leaf blowers, mulchers, non-riding snow blowers and other equipment as assigned; performs preventive maintenance on tools and equipment such as, lubricating motors and adjusting and sharpening mower blades; learns to identify desirable and undesirable plants and vegetation; trims and cuts grass and hedges; cuts weeds to clear fields and wooded areas of undergrowth; removes vines from and prunes trees as directed; picks up refuse and litter from grounds.
Performs related work as required.
GROUNDS AND FACILITIES SPECIALTY
Ensures that parks and recreation rounds and facilities are well-maintained and ready for visitors at all times; maintains and improves park grounds, roads and related facilities including the Fairmount Water Works; cleans recreation areas and adjacent buildings; walks alongside moving truck and lifts and dumps refuse containers; rolls tennis courts; marks play areas; fills holes in playgrounds; regrades ball fields; keeps play area free of debris and dangerous obstructions; shovels snow, sweeps walks and spreads salt; digs and loads rocks, ballast, crushed stone and dirt onto trucks; unloads trucks; fills holes and compacts fill by tamping; moves or aids in moving heavy containers or equipment, and large or bulky objects.
Sweeps, mops and scrubs floors; waxes and polishes floors; washes windows; dusts furniture and woodwork; empties trash receptacles; may secure loose flooring, ceiling tiles and paneling, measures partitions and shelves, repairs holes in panels or partitions; tightens door locks; repairs doors by tightening hinges or nailing wood over holes in doors or windows; repairs sport and play equipment; ensures proper temperature is maintained in facilities; keeps building free of safety hazards; replaces light bulbs, switchplates and coverplates; resets circuit breakers; performs general facilitates maintenance activities including repair of leaking fixtures; maintains walls and structures including paint and plaster; removes protruding nails and screws; removes obstacles from areas to be painted; records and reports graffiti and conducts graffiti removal as required.
GREEN STORMWATER INFRASTRUCTURE SPECIALTY
Ensures sufficient maintenance of Green Stormwater Infrastructure (GSI) to keep assets performing as designed; removes trash and debris from GSO infrastructure, directly connected areas and surrounding areas with vegetated surfaces; removes accumulated sediment and organic material (e.g., leaf litter) from curb lines, curb cuts, trench drains, velocity dissipaters and other GSI; performs preventative measure to control invasive and non-target vegetative species, including pruning, mulching and reseeding; performs structural repairs, erosion control, and other corrective needs; may address issues resulting from urban and environmental stresses; maintains and replaces stormwater infrastructure by planting, and watering new vegetation.
Conducts dry and wet weather surface inspections; performs visual and qualitative assessments to identify GSI issues.
Performs general data entry, analysis and work order management to track and monitor GSI assets.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the methods, materials, tools and equipment used in the care of park grounds and turf
· the principles and practices of turf and grounds maintenance

· the principles and practices of grounds maintenance including pruning, mulching and reseeding
SKILL IN:

· make minor repairs and adjustments to building fixtures and equipment for the Grounds and Facilities specialty
· assist skilled tradesmen in making minor repairs for the Grounds and Facilities specialty
· read and understand labels on janitorial supplies for the Grounds and Facilities specialty
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/16.)
EDUCATION
Education equivalent to completion of the eighth school grade.
AND
EXPERIENCE:
GROUNDS AND FACILITIES SPECIALTY
One year of experience performing landscape, nursery, grounds, or other related maintenance job.
GREEN STORMWATER INFRASTRUCTURE SPECIALTY
One year of experience performing grounds maintenance work with responsibility for maintaining green infrastructure to reduce stormwater pollution including performing green stormwater infrastructure system inspections.
NOTE- GROUNDS AND FACILITIES SPECIALTY ONLY:
Successful completion of forty hours of training in the maintenance and care of recreation or parks facilities and grounds provided by the Pennsylvania Horticultural Society or by an agency approved by the Department of Parks and Recreation or completion of thirty credits from an accredited college or university in nursery, grounds maintenance, arboriculture, landscape design, or a related field, meets all requirements for the Grounds and Facilities Specialty only.
NOTE: GREEN STORMWATER INFRASTRUCTURE SPECIALTY ONLY
Successful completion of the Green Stormwater Infrastructure apprenticeship program administered by the Philadelphia Water Department meets all requirements for the Green Stormwater Infrastructure Specialty.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
