URBAN PARK RANGER SUPERVISOR

 

GENERAL DEFINITION

 

            This is supervisory park ranger work for the Department of Parks and Recreation Park Ranger Program. Employees in this class are responsible for supervising a team of Park Rangers engaged in patrolling Fairmount Park grounds to enforce park rules and regulations. Directing the day to day operations of an assigned ranger district and overseeing the work of rangers and seasonal rangers to ensure the efficiency of visitor services is a significant aspect of the work. Work is performed under the direction of the Urban Park Ranger Manager.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be

allocated to this class.)

 

  1. Positions in this class must perform supervisory work in the Department of Parks and Recreation Park Ranger Program
  2. Only 3 positions will be allocated to this class, one position for each ranger district

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Directs and oversees the work of Park Rangers patrolling and enforcing park rules and regulations in an assigned Fairmount Park district; coordinates the day to day operations, assigns patrol duties and develops work schedules; monitors employee time and attendance and develops and enforces Parks and Recreation standards and policies; oversees the organization, planning and implementation of assigned district programs and activities.

Coordinates formal and informal on the job training for all lower level employees concerning environmental education, enforcement, officer awareness, communication and administrative tasks; monitors and continually improves the level of customer service provided to the public.

Patrols park grounds by foot, bicycle or vehicle and observes activities in assigned stations to ensure compliance with park rules and regulations; issues code violation notices and/or warnings for violation of park rules; educates park patrons of rules and regulations governing the use of Fairmount Park; prepares and administers informational and recreational programs for the benefit of park visitors and community groups.

            Maintains accurate reports related to Park Ranger operations, including time and attendance records, incident reports and weekly statistical reports; documents and conducts performance evaluations of lower level park rangers.

Attends staff, Parks and Recreation Commission, community and intra-agency meetings related to the Department of Parks and Recreation; establishes and maintains relationship with community and city agencies.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

·         American Heart Association First aid and CPR standards and practices

·         patrolling techniques and procedures used in park enforcement

·         natural resource management and conservation principles

·         principles of public relations

·         park maintenance and operations

·         basic computer knowledge

·         principles and practices of customer service

·         supervisory methods and techniques

 

SKILL IN:

 

·         interacting with park visitors

·         maneuvering off road vehicles

·         the use and application of personal computers and standard software packages used for word processing, data base manipulation and the preparation of spreadsheets.

 

ABILITY TO:

 

·         apply and enforce laws, departmental policies, rules and regulations governing park and recreation areas.

·         direct the work of lower level park rangers

·         establish and maintain relationships with community partners, recreational advisory councils and the general public

·         propose and implement effective solutions to park  and recreation problems

·         effectively communicate with park patrons and visitors orally and in writing

·         respond efficiently and effectively to emergencies

·         operate a motor vehicle or bicycle, as assigned

·         identify, prepare and deliver appropriate training to lower level park rangers

·         provide guidance and training to staff

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/14.)

 

EDUCATION:

 

Successful completion of a Bachelors degree at an accredited college or university with coursework in natural sciences, park management, park administration, criminal justice or a related field.

 

AND

GENERAL EXPERIENCE:

 

Two years of experience performing park ranger work with responsibility for patrolling and enforcing park rules and regulations for a large urban park system

 

AND

SPECIFIC EXPERIENCE:

 

One year of park ranger work at the advanced performance level serving as lead worker for the Department of Parks and Recreation Park Ranger Program park ranger experience with responsibility for providing training and technical guidance to a team of park rangers and for planning, organizing and implementing park programs and activities in a large urban park system.

 

OR

 

Any equivalent combination of training and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience described above.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

 

LICENSES, REGISTRATIONS AND/OR CERTIFICATES

 

Possession of First Aid/CPR Certification at the time of appointment and during tenure as an Urban Park Ranger Supervisor.

 

Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment if required by work assignment.
