PARK MANAGER 1
GENERAL DEFINITION
This is park management work of limited function designed to develop the employee's knowledge and skills in park management. Incumbents in this class assume responsibility for projects of increasing complexity in such areas as administration, horticulture, arboriculture, grounds maintenance and restoration, urban forestry, environmental planning and park operations. As employees reach the full performance level they become eligible for promotion to the next level of park manager. Work is performed under the supervision of an administrative superior.

1. Positions in this class must perform work of a limited function to develop the employee’s knowledge and skills in park management.
2. Positions in this class must perform the work in the Department of Parks and Recreation.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
ALL ASSIGNMENTS
Performs technical and administrative work in such areas as administration, horticulture, arboriculture, grounds maintenance and restoration and/or recreation; helps direct and facilitate specific city-wide park operations and functions.
Obtains and evaluates facts concerning park operating procedures, practices and organizational structures; confers with operating unit supervisors on administrative and operational problems; prepares reports and recommendations for administrative superiors.
Assists in the development and implementation of park management procedures and regulations; ensures project compliance with Parks and Recreation policies and standards; prepares written instructions on the implementation of new procedures.
Works on city snow removal teams for street snow removal across the city.
Performs related work as required.
GENERAL OPERATIONS ASSIGNMENT
Helps conduct cost effectiveness studies comparing equipment and services; writes equipment and service specifications; determines status of park land and physical maintenance responsibility; assists in overseeing contract compliance for projects on park grounds with city departments and outside vendors; responds to and acts on complaints from the city and department officials and the general public; assists in responding and managing emergency situations due to snow, flooding and tree concerns; conduct inspections for safety and quality control; schedules and manages repairs.
ADMINISTRATION ASSIGNMENT
Receives and responds to inquiries; performs a variety of functions such as preparing correspondence, arranging conference calls and scheduling meetings; assists in the ordering of supplies and keeps an inventory of all materials; responsible for maintaining webpage content; may be responsible for assisting staff with projects.
CONSERVATION ANALYSIS ASSIGNMENT
Assists in the restoration and maintenance of natural park areas; participates in various types of field work in park natural areas; may perform field assessments of proposed restoration sites and participates in monitoring completed restoration sites; uses Global Positioning Systems to collect data in the field and inputs collected Data into Geographic Information Systems (GIS); assists in compiling, updating and maintaining geographic databases.
URBAN FORESTRY PROGRAM MANAGEMENT ASSIGNMENT
Assists in facilitating ecological improvements by researching and emphasizing the use of appropriate plant species; participates in the development of plans and bid documents for stormwater management projects, erosion and sedimentation control plans and natural area restoration projects.
TREE CAMPAIGN FUNDING AND RESOURCE DEVELOPMENT ASSIGNMENT
Assists in the development of strategies for long term engagement, communications and resources to advance departmental objectives and tree canopy goals; researches and contributes to the development of strategies to generate monetary and in-kind support for the TreePhilly campaign; may attend departmental and community meeting to gain knowledge of funding and resource development.
MARKETING AND PROMOTIONS ASSIGNMENT
Participates in the development of projects and programs to promote Philadelphia Parks and Recreation; researches information and assists in the acquisition of food and arts vendors for special events; provides creative input on promotional content on social media sites; works with seasonal staff, interns and volunteers to complete marketing goals and objectives.
GRAPHIC DESIGN ASSIGNMENT
Assists in collecting and analyzing data and may recommends modifications and alternative solutions to Parks and Recreation signage plans; contributes to the preparation of drawings to illustrate concepts for informational and wayfinding signs; attends staff, community and legislative meetings to provide recommendations for planning programs and interpret Philadelphia Parks and Recreation policies.
ENVIRONMENTAL PLANNING ASSIGNMENT
Works on the development of Parks and Recreation long range plans; assists with planning and implementing capital projects related to park natural areas; supports the review of project plans and may oversee the design development; researches and prepares federal, state and private foundation grants.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/12.)
EDUCATION:
Completion of a bachelor's degree program in an accredited college or university with major course work in park administration, horticulture, forestry, or landscape architecture.
AND
EXPERIENCE:
One year experience of a training nature developing knowledge and skills in park management.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources.
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
