This is second level supervisory work directing the masonry construction, maintenance and repair programs for the city-wide park system. The incumbent in this class directs, through subordinate supervisors, crews of masonry and equipment operation personnel performing construction, maintenance and repairs on Park buildings and structures. Determining work priorities and reviewing in-house and contractor work for compliance with specifications and trade standards are of major significance to the work. Work is performed under the direction of a technical superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

• the position must direct, through subordinate supervisors, the masonry construction, maintenance and repair programs for Fairmount Park.
• only one position may be allocated to this class.

• Directs, through subordinate supervisors, masonry and equipment operation personnel performing construction, maintenance and repairs; receives and reviews work assignments for the construction, maintenance and repair of such structures as buildings, retaining walls, bridges, roads, curbs, floors, monuments and walk-ways; inspects work sites or assigns subordinate supervisors to inspect them in order to determine the equipment, material and manpower required; determines the most efficient method of completing assignments.
• Assigns projects to the appropriate masonry crews; drives to work sites to inspect projects both in progress and upon completion for compliance to instructions and trades standards; points out work requiring corrections and makes reinspections; confers with subordinate trades group leaders regarding the progress of work; offers suggestions to subordinate supervisors regarding work methods.
• Suggests modifications in design or construction techniques to comply with equipment and personnel capabilities or budgetary limitations; prepares plans and sketches for masonry projects as required; prepares estimates of time; material and equipment requirements.
• Prepares and submits preliminary budget proposals regarding anticipated personnel, material and equipment needs; insures that adequate material inventories are maintained.
• Interviews and selects new employees; orients subordinates on current departmental practices; maintains time records and authorizes employee leave; recommends disciplinary action.
• Prepares and maintains records and reports.
• Performs related work as required.

KNOWLEDGE OF:

• the methods, materials, tools and practices of the masonry trades.
• the occupational hazards and the safety precautions required of the masonry trades.
• the principles, practices and equipment used in excavation, tunneling, grading and similar types of operations.
• supervisory methods and techniques.

ABILITY TO:

• plan work phases in order to affect maximum utilization of manpower, equipment and materials.
• supervise, through subordinate supervisors, the work of a large group of full performance trades workers, equipment operators and laborers.
• interpret blueprints, sketches and specifications for masonry projects.
• estimate manpower, material and equipment requirements for masonry projects and to estimate and maintain adequate inventory levels.
• prepare and maintain work records and reports.
• understand and follow oral and written instructions.
• establish and maintain effective working relationships with associates.

EDUCATION:

• Education equivalent to completion of the twelfth school grade.

AND

GENERAL EXPERIENCE:

• Three years of experience in one of the masonry trades.

AND

SPECIFIC EXPERIENCE:

• Four years of full performance level masonry experience, two years of which has included supervision of a masonry crew.

Or any equivalent combination of acceptable education and experience determined to be acceptable by the Personnel Department which has included the specific experience.

PHYSICAL AND MEDICAL REQUIREMENTS:

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES:

• Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Park Construction Supervisor.
