OFFICE MACHINERY EQUIPMENT OPERATOR

 

GENERAL DEFINITION

 

            This is office equipment operation work in assignments such as printing work operating and maintaining offset presses and duplicating machines, or mail processing work operating and maintaining computerized mail equipment or operating badging equipment.    Employees in the Printing Press Operator assignment perform duties within a diversified printing operation, utilizing presses with a maximum sheet capacity equivalent to moderate size stock.  Assignments include pasting, stripping, platemaking, bindery and multi-color reproduction.  Employees in the Mail Equipment Operator assignment are responsible for operating and maintaining computerized mail equipment to process a large volume of outgoing City mail.   Assignments include sorting, folding, perforating, inserting, and printing postage and bar codes for mailings requested by City agencies and departments. Employees in the Badge Processing assignment are responsible for receiving badge requests, reviewing, and documenting related information to process badges and reproduction duties for the Fire Department.  Work in all assignments is typically repetitive and standardized in nature. For the Badge Processing assignment only, work is performed under the supervision of a Fire Battalion Chief. For all other assignments, work is performed under the supervision of a printing or mail center supervisor and involves light physical exertion, contact with printing and cleaning solutions, and exposure to a noisy environment. 

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be approved for this class.)

 

1.    Positions in this class in the Printing Press Operator assignment must print and duplicate single and non-complex multi-color items within a maximum sheet size operating a moderate size press in a diversified printing shop operation in the Records Department or in the Reprographics unit of the Free Library.

2.    Positions in this class in the Mail Equipment Operator assignment must operate computerized mail machines in the mail center of the Department of Revenue.

3.    Positions in the Badge Processing assignment must operate computerized badging equipment and reproduction equipment in the Philadelphia Fire Department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

ALL ASSIGNMENTS

 

            Performs minor repairs on equipment; checks and monitors component parts of equipment; cleans and oils equipment; packages materials for pick up; loads and unloads truck deliveries

            Performs related work as required.

           

PRINTING PRESS OPERATOR ASSIGNMENT

 

            Prints and duplicates single and multi-color item on a single or multi-color press; cuts, pastes and waxes different pieces of material items; aligns source document properly on camera equipment; operates camera equipment; focuses lens; adjusts light and exposure time; enlarges and/or reduces source document; photographs and/or produces negative or source document; transfers negative of source document onto paper or metal plate; stacks paper on feeder; positions guides and sets press for size and thickness of paper; adjusts paper holder and pressure valves to hold and regulate flow of speed; mixes two or more colors for a color solution; feeds and controls water and color solution cylinders; regulates and evenly distributes ink flow; aligns plate and paper for reproduction; runs test copies for clarity, precision and color quality; makes necessary adjustments to press and runs job; monitors press while in operation; changes color solution and/or mounts paper or metal plate as many times as the number of multiple colors involved; cleans printing plates and press between color changes, using type cleaner or solvent; removes material item after completion.

            Performs bindery and shipping work; cuts, folds and staples materials; packages material items for delivery; loads and unloads stock from vendor truck.

            Performs minor repairs on printing equipment; cleans water and color solution cylinders; checks and monitors component parts of printing equipment such as rollers, pressure valves and water and color solution cylinders for malfunction; cleans and files paper or metal plate after use.

            May perform printing work on platen and cylinder letter presses.

           

MAIL EQUIPMENT OPERATOR ASSIGNMENT

 

            Operates computerized mail equipment to sort, perforate, fold, seal, apply bar codes, and print postage for outgoing mail for various city agencies and departments; selects envelopes and supplies needed to process mail; trays and sleeves mail to prepare for pick up by the United States Postal Service; may pick up and transport mail from city departments to mail center; assists in loading mail onto postal trucks using hand trucks and pallets; may drop off mail to central postal office.

            Logs in to computer console and selects appropriate program for batch of mail; selects/enters data to monitor and to track the volume of mail and amount of postage by city department; generates reports of mail processed.

            Assists with diagnosing and troubleshooting of mail processing equipment for minor operational problems; may make minor adjustments to parts or replace equipment parts; cleans and maintains equipment; assists with unloading deliveries of equipment and supplies from vendors and United States Postal Service. 

 

BADGE PROCESSING ASSIGNMENT

 

Utilizes badging equipment to take photographs, enter names, and title/credentials to produce identification badges for active and retired PFD staff.   

Reviews database for expired badges, verifies employment status and issues badges accordingly; verifies identity prior to issuing badges; ensures appropriate credentials are assigned to employees; reviews badge information to ensure details meet requirements for badge allocation.

Schedules appointments for staff seeking new or replacement badges; receives and/or destroys expired and/or deactivated badges; responsible for activating physical access to Fire Administration Building.

Ensures equipment maintenance and readiness for successful operation; requests equipment maintenance and orders required supplies. 

Completes reproduction requests which may include printing manuals, course booklets, pamphlets, posters, and signage.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/20.)

 

EDUCATION:

 

Education equivalent to the completion of the twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

ALL ASSIGNMENTS

 

One year of experience in the operation of offset printing and duplicating equipment.

 

OR

 

One year of general clerical or laboring experience operating office equipment.

 

AND

SPECIFIC EXPERIENCE:

 

One year of offset printing experience which has included multi-color reproduction.

 

OR

 

One year of experience in the operation of scanners or other photographic reproduction equipment.

 

OR

 

EDUCATION:

 

Education equivalent to the completion of the twelfth school grade.

 

AND

SPECIFIC EXPERIENCE

 

            Two years of experience performing semi-skilled mail processing work operating computerized mail equipment in the Department of Revenue’s mail center.

 

OR

 

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the specific experience described above.

 

NOTE: Completion of a vocational or trade school training program in multi-color reproduction may be substituted for the one year of specific experience for the Printing Press Operator Assignment only.

 

NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.

In accordance with Civil Service Regulation 11.032 - Selective Factor Certification - the appointing authority may request certification of eligible candidates with the specified experience to fill specific positions in this class. Certification to fill positions may be made from the two highest ranking eligible candidates on the eligible list who possess the specified experience in the area of assignment.
