COMMUNICATIONS OPERATIONS MANAGER
GENERAL DEFINITION:
This is administrative and technical work in the supervision of the installation and maintenance of city-wide communications systems and equipment. Employees in this class oversee special events and project communications work. Work includes coordination with construction and design engineers, consultants and contractors, provisions for the maintenance of new systems, and directing the setting up of temporary communications systems for special events or emergencies. Contact with City engineers and officials, consultants, contractors, and representatives of public utilities is of major significance to the work. Work is performed under the direction of a Communications Superintendent.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
· The position must be located in the Communications Division for the City’s central information and communications technology agency.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Operations
Directs the provision of telecommunication services to all City functions to include telephone (voice and data), wireless (Mobile and portable), the installation and repair of two-way radio communication systems, and state of the art communications for emergency public safety personnel i.e. Police and Fire.
Directs through subordinate supervisors the maintenance and repair of overhead and underground systems, telecommunications systems, the City firebox systems, closed circuit television and laser-fax systems, radios and television devices both fixed and mobile, and the installation of communications equipment in City vehicles; evaluates maintenance and repair procedures for existing and new systems and equipment; devises and modifies maintenance and repair procedures to improve unit efficiency.
Directs the setting up of temporary communications systems and equipment for special events and emergencies.
Manages the handling of all audio, electrical, power supply, electronic, sound and radio aspects for Special Events.
Performs related work as required.
Quality Assurance
Manages all administrative functions related to operations including, reports, overtime allocation work order management system, inventory control, procurement, and staff related activities.
Through the management of a work order management system, ensures the accuracy, timeliness, and consistency of work order processing and the documentation of staff hours required per maintenance function; prepares a monthly report and analysis identifying trends, and potential cost savings and other factors contributing to productivity.
Coordinates the maintenance and repair of the installation or construction of new systems and equipment; advises engineers, architects, contractors and others concerning planning and design provisions for maintenance and repair access, problems or other matters.
Writes and reviews specifications for materials, equipment and supplies; checks material and equipment to determine compliance with specifications.
Visits work sites to determine that communications construction or installation contractors comply with maintenance access and other related aspects of design and specifications; reports variances to supervisors; may aid consultants or contractors in interpretation of appropriate aspects of plans and specifications.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles and functions of two-way radio communications, telecommunications systems, public address, and electronic communications systems, and of the methods and practices employed in their operation and installation, especially for police and fire communications.
· the occupational hazards and safety precautions characteristic of or applicable to this kind of work.
· federal, state and city codes, regulations and laws applicable to the maintenance of communications equipment.

· supervisory methods and techniques
ABILITY TO:
· supervise a multi-unit organization performing communications maintenance and repair.
· evaluate communications maintenance and repair practices and procedures, and devise improvements.
· read and interpret design documents, specifications and diagrams applicable to the maintenance of communications systems and equipment.
· devise solutions to repair and maintenance problems of unusual difficulty and complexity.
· communicate effectively, both orally and in writing.
· establish and maintain good working relationships with city officials, consultants and contractors, a large staff of trades and labor personnel, and associates.
MIMIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/15.)
EDUCATION:
Completion of two years of coursework at an accredited college, university or technical institute in communications, telecommunications, information systems, engineering, engineering technology, business administration or a closely related field.
AND
GENERAL EXPERIENCE:
Four years of technical experience in the installation, maintenance, operation and/or repair of electronic communications or radio systems and equipment, one year of which must have been supervising subordinate technicians.
AND
SPECIFIC EXPERIENCE:
One year of experience at the second supervisory level, directing the installation, maintenance, operation and/or repair of a variety of communications equipment.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included completion of the twelfth school grade as an educational minimum and the specific experience described above.
NOTE:
Additional specific experience as described above may be substituted for each year of the post-high school education requirement.

Ability to meet the physical and medical standards approved for this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Communications Operations Manager.
