ELECTRONIC TECHNICIAN GROUP LEADER

GENERAL DEFINITION

This is supervisory level technical electronic and instrumentation maintenance and repair work. Employees in this class plan, direct and review the work of technicians and helpers who troubleshoot, modify, test, calibrate, adjust, repair, and install a wide variety of complex digital and analog equipment and instrumentation or supervise and review the work of technicians responsible for repairing and maintaining street lighting and traffic signal systems or fiber optic and wireless video surveillance and sound equipment. Significant to the work is the planning and implementation of a preventative maintenance program. The employee is supervised by a technical superior.

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

1. Employees must supervise full-performance level Electronic Technicians.

2. Employees must plan, direct and review the work of technicians engaged in the repair and maintenance of digital, analog, audio, video, radio, frequency, plant processing, aviation, microwave, computer, and related electronic equipment or technicians engaged in the repair and maintenance of street lighting and traffic signal systems or fiber optic and wireless video surveillance and sound equipment.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Electronic Equipment and Instrumentation Specialty

Plans, assigns and reviews the work of lower-level technicians engaged in the repair and maintenance of digital, analog, audio, video, radio frequency, plant processing, aviation, microwave, computer, closed circuit television (CCTV) and other related electronic equipment, including recording, regulating and controlling instrumentation; inspects the work of subordinates in progress and upon completion for conformance to work instructions and technical specifications; assists subordinates in the installation and repair of more complex electronic equipment and in the repair of a wide variety of meters, gauges and recording, regulating and controlling instruments; oversees the performance of mathematical functions used in processes; prepares preventative maintenance schedules to be followed by subordinate technicians.

Participates in the more difficult installation, repair, and maintenance work; reads and interprets schematic diagrams, logic charts, drawings and sketches, and manufacturers' manuals; confers with manufacturers for additional technical clarification and elaboration; uses computer diagnostics and other test equipment to locate malfunctioning or defective parts; replaces or repairs defective parts.

Trains subordinate technicians in the modification, testing, adjusting, troubleshooting, repair, calibration and installation of a variety of digital, analog, audio, video, microwave, plant processing, instrumentation, aviation and radio frequency equipment.

Attends manufacturers' seminars; learns characteristics, functions and repair techniques for new electronic devices; confers with sales personnel and technicians in the electronics field; reads pertinent technical magazines, journals and texts to update technical information; makes recommendations for the replacement, purchase, and installation of new electronic equipment.

Prepares and submits requests for materials, tools, and equipment; prepares and maintains records and reports of operation in accordance with Federal Communication Commission requirements, where applicable.

Oversees and participates in the evaluation of the environment in which electronic equipment is to be installed and its effect on the equipment; directs and participates in the modification of electronic equipment to accept digital signals and the modification of shunts on power control boards to accept various types of signals; oversees maintenance and repair to such equipment as closed circuit TV, laser fax machines, information and display systems, fire alarm and fire suppression systems, electronic security systems, solid state traffic control equipment, computers, microprocessor-based equipment, modems, multiplexers, level and flow electronic equipment, metal- and gas-detecting devices, video phones and related or similar electronic equipment.

Supervises and participates in the inspection, installation, calibration, testing, adjusting, flushing, cleaning, lubrication and repair of electronically, hydraulically, electrically, and pneumatically activated digital and analog meters, gauges and instruments used to indicate, record and control operating conditions such as pressure, temperature, flow, volume and level on a preventive and predictive maintenance schedule; evaluates and develops procedures for maintaining instrumentation; diagnoses and repairs mal- or non-functions in systems; uses CRT terminals to isolate system malfunctions; uses a portable keyboard to program logical controllers and diagnose problems within a process loop.

Inventories stock to assure proper material and supply levels; may drive to worksites; may operate small aerial lift bucket trucks.

Street Electronic Equipment Specialty

Supervises the work of lower level supervises the work of a crew of technicians, semi-skilled and non-skilled workers engaged in the repair, installation and maintenance of traffic signals or street lighting systems; receives work requests for the repair, maintenance and installation of various types of street lighting fixtures, street lights or traffic signals; reviews work requests and assigns priorities; determines the size and composition of crews as well as materials needed to complete daily assignments; reassigns employees to ensure maximum coverage on all crews; provides direction, resolves complex problems and provides special instructions to subordinates as required; inspects work in progress and renders advice or assistance.

Responds to and investigates complaints concerning hazardous conditions; makes estimates on new construction work as necessary; confers with officials and members of public utilities to resolve problems; interprets assignments to determine operations to be performed and equipment, material, supplies, tools and personnel needed; maintains records of the work assignments completed by shop and/or field crews; prepares and submits written reports to superiors.

May conducts tests to locate faults in underground cable; lays out and performs or directs assembly, erection, installation, connection, and testing of electrical service and equipment for signaling and control; sets timing devices using stop-watch to set intervals and coordinate individually-timed and operated signal installations; sets, adjusts, checks and evaluates operation of detectors; may prepare sketches for proposed installation of conduit on new or resurfaced streets; prepares sketches of intersections, installations and wire and cable runs.

Performs related work as required.

Surveillance Equipment Specialty

Supervises and participates in the installation and maintenance of video surveillance, wireless and sound equipment; delegates and assigns work of lower level technicians and review work for accuracy and to ensure proper installation at work sites; provides technical training for new technicians; troubleshoots and repairs complex problems with video and sound equipment; determines programming needs for surveillance cameras; analyzes design documentation and system data to plan and execute installation and activities; coordinates the set-up audio / visual equipment for special and public events; high quality device and component installation; may pull and place fiber optic cables aerially, underground and through conduits as required by each work assignment; removes and replaces cameras that cannot be repaired; troubleshoots in the field and conduct diagnostics to successfully problem-solve under pressure for all types of low voltage systems; repairs amplifiers, speakers and associated sound equipment; installs and maintains sound equipment at public events; connects speakers, amplifiers and mixing boards; works with other departments to ensure sound and video installation meets needs.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

SKILL IN:

ABILITY TO:

· assign, direct, and review the work of lower-level technicians and helpers

· train others to perform complex installations and repairs applicable to the area of specialization

· use basic computer language in diagnosing and programming microprocessors and programmable logic controllers

· interpret diagrams, logic diagrams, and schematics

· maintain and review records on repairs and maintenance performed on electronic equipment, traffic signal systems or street lighting

· establish and maintain effective working relationships with superiors, subordinates, contractors, and other maintenance staff

· prepare written reports of activities

· prepare sketches and interpret and work from electrical and electronic diagrams, engineering drawings, work orders and trouble reports for the Street Electronic Systems Specialty

· work from an aerial platform bucket truck, or other comparable vehicle to perform repair or maintenance if required by work assignment

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/23.)

Electronic Equipment and Instrumentation Specialty

EDUCATION:

Equivalent to completion of the twelfth school grade and successful completion of an electronics repair or instrumentation service and repair training course of at least one year's duration at a state-licensed trade school.

AND

GENERAL EXPERIENCE:

Two years of experience repairing and maintaining a variety of instrumentation or digital and analog electronic equipment.

AND

SPECIFIC EXPERIENCE:

Two years as an Electronic Technician 2 or equivalent level maintaining and repairing electronic equipment or instrumentation systems.

EDUCATION:

Equivalent to completion of the twelfth school grade.

AND

GENERAL EXPERIENCE:

Four years of experience troubleshooting, maintaining and repairing a variety of instrumentation or electronic equipment.

AND

SPECIFIC EXPERIENCE:

Two years as an Electronic Technician 2 or equivalent level troubleshooting, maintaining and repairing electronic equipment or instrumentation systems.

Surveillance Equipment Specialty:

EDUCATION:

Equivalent to completion of the twelfth school grade

AND

GENERAL EXPERIENCE:

Four years of experience troubleshooting, maintaining and repairing fiber optic and/or wireless video surveillance and sound equipment.

AND

SPECIFIC EXPERIENCE:

Two years as an Electronic Technician 2 or equivalent level troubleshooting, maintaining and repairing fiber optic and/or wireless video surveillance and sound equipment.

Street Electronic Systems Specialty

EDUCATION:

Equivalent to completion of the twelfth school grade

AND

GENERAL EXPERIENCE:

Three years of experience with responsibility for the installation, maintenance, repair and inspection of the City’s street lighting and alley lighting systems or the City’s traffic signal systems.

AND

SPECIFIC EXPERIENCE:

Two years of experience as an Electronic Technician 2 in the Streets Department Traffic or Street Lighting programs.

One year of experience supervising the repair, maintenance and installation of various types of street lighting fixtures or traffic signal equipment and appurtenances.

Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included the specific experience and completion of the twelfth school grade as an educational minimum.

PHYSICAL AND MEDICAL REQUIREMENTS

Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES

Possession of a valid general radio telephone operator's license issued by the Federal Communications Commission or a radio technician certificate issued by Association of Police Communication Officers or the National Association of Business, Education and Radio during tenure of employment as an Electronic Technician Group Leader, if required by work assignment.

Possession of a valid proper class motor vehicle operator's license issued by the Commonwealth of Pennsylvania prior to and during tenure of employment, if required by work assignment.

Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance for positions at the Airport.
