TRAFFIC SIGNAL SUPERVISOR II
GENERAL DEFINITION
This is supervisory technical work directing, through subordinate supervisors, a city-wide programs involving the construction, maintenance, repair and installation of traffic signals and systems. Responsibility for supervising tradesworkers and others involved in traffic signal construction and maintenance and conferring with private contractors and the public is significant to the work. The work performed by this class is differentiated from the next lower class by the supervisory responsibility for all the maintenance, repair, installation and construction work performed by the traffic signal shop crews. Work is performed under the general supervision of a Traffic Engineer.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns, and reviews, through lower level supervisors, the work of skilled, semi-skilled, and unskilled employees engaged in the installation or maintenance of timing mechanisms, motors, printed circuits, pedestrian and vehicle detectors, and other traffic signal components; analyzes work methods and procedures and makes revisions where indicated; estimates time, labor, and materials as they effect traffic signal activities.
- Plans and participates in field inspections to ascertain that repairworkers are present at work sites, using proper work methods, and completing assignments on schedule; develops an on-going traffic signalization program including work performed by city and private forces; authorizes temporary shut-down of traffic signals under hazardous conditions.
- Oversees, through subordinate supervisors, the restoration, replacement, and relocation of posts, signal heads and electrical service of traffic signals which have been damaged due to traffic mishaps or revised planning; dispatches, through subordinate supervisors, crews which restore intersections which present a potential danger to the public to a safe condition.
- Supervises, through subordinate supervisors, repair workers responsible for patrolling assigned areas of the City to handle and report on emergencies occurring during the evening and weekend hours.
- Tests new signal equipment to ascertain conformance to specification standards.
- Testifies in court actions brought by or against the City involving traffic signal equipment.
- Keeps records and maintains reports on the construction, maintenance, and repair of traffic signal devices.
- Determines total replacement costs for the traffic signals that have been knocked down or damages.
- Designs and presents in-house training related to traffic signal repair and maintenance.
- Ensures that traffic signal vehicles are repaired and properly maintained.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- mechanical and electrical operation of traffic signal devices.
- the tools, testing devices, materials, methods, and practices of the electrical trade as they apply to traffic signals.
- the theory and principles of electronics and their application to standard signal electronic equipment such as low frequency amplifiers, timing circuits, and electronic computers of the analogue and digital type.
- trouble common to traffic signal devices and related equipment.
- supervisory methods and techniques.
- the occupational hazards and the safety precautions of the electrical trade.
ABILITY TO:
- develop an employee training program and provide related instruction on complex traffic signal equipment.
- locate and detect causes of malfunctioning traffic signal equipment.
- establish and maintain effective working relationships with utility company representatives, contractors, associates, and the general public.
- interpret and work from diagrams and blueprints.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 6/86.)
- Education equivalent to the completion of the twelfth school grade.
- Seven years of experience in the installation and/or maintenance and repair of traffic signal devices, two years of which have been at the crew chief level.
Or any equivalent combination of training and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Traffic Signal Supervisor II.
